Sources told?Finland's YLE, Sweden's?SVT, Denmark's?DR, and Norway's?NRK?that Russia is using civilian and military ships to scan the bottom of the sea near the four countries.
The outlets also tracked dozens of Russian research and fishing ships, and reported that they regularly went key energy infrastructure.

And Anders Henriksen, the Danish Police Intelligence Service's counterintelligence chief told DR that Russia's ships are ready to act to shut down Danish society if there is conflict between Russia and the West.
Norway's?NRK?reported that at least 50 Russian ships have been involved in intelligence gathering in Nordic waters over the last 10 years, and that some of them have appeared during NATO exercises.
Sweden's?SVT reported?that 27 Russian spy ships had been seen in Swedish waters, with the Swedish Navy's press officer telling the outlet that the country can't do more than monitor them.
The?BBC also reported on Wednesday?that UK officials are aware of Russian ships moving in UK waters as part of the same effort.
DR reported that intercepted Russian navy communications showed Russian ships who had turned off their transmitters sailing in Nordic waters. It referred to them as Russian "ghost ships."
One of the ships, Russian?marine research?vessel "Admiral Vladimirsky," sailed near current and future offshore wind farms, and stayed there for a few days, the outlets found. Intelligence sources told DR that the ship also does intelligence work alongside its research.
The sources said that they think the ship's aim was to get ready to take actions like shutting off the power supply of north-west Europe. Experts also gave the same assessment to DR.
DR reported that the ship continuously sent radio messages that had its positions to a naval base in Russia.
DR said that open of its journalists sailed out to near the ship, and saw men with covered faces, including a man wearing a uniform and a bulletproof vest with a Russian military rifle.
Russia's ambassador to Norway told NRK that any research being done by Russia was properly coordinated through diplomatic channels in accordance with international law.
The broadcasters revealed the information as part of their new documentary series.
Many countries bordering Russia have?stepped up their military spending, increased their military alliances, and have reinforced their borders.?

They have warned that Russia, even as it is bogged down in Ukraine, is a threat and could choose to attack them.
European countries are also warning about an increased number of spies from Russia.
This includes Germany's Federal Office for the Protection of the Constitution claimed that Russian spy levels in the country are now at the same level as they were during the Cold War, according to German outlet?Welt am Sonntag.

A Danish counter-intelligence officer says the sabotage plans are being prepared in case of a full conflict with the West while the head of Norwegian intelligence told the broadcasters the programme was considered highly important for Russia and controlled directly from Moscow.
The broadcasters say they have analysed intercepted Russian communications which indicate so-called ghost ships sailing in Nordic waters which have turned off the transmitters so as not to reveal their locations.
The report focuses on a Russian vessel called the Admiral Vladimirsky. Officially, this is an Expeditionary Oceanographic Ship, or underwater research vessel. But the report alleges that it is in fact a Russian spy ship.
The documentary uses an anonymous former UK Royal Navy expert to track the movements of the vessel in the vicinity of seven wind farms off the coast of the UK and the Netherlands on one mission.
It says the vessel slows down when it approaches areas where there are wind farms and loiters in the area. It says it sailed for a month with its transmitter turned off.
When a reporter approached the ship on a small boat, he was confronted by a masked individual carrying what appeared to be a military assault rifle.
The same ship was reportedly sighted off the Scottish coast last year.?It was spotted entering the Moray Firth?on 10 November and seen about 30 nautical miles east of Lossiemouth, home to the RAF's Maritime Patrol Aircraft fleet before heading slowly west.
The BBC understands that UK officials are aware of Russian intent to conduct what is known as undersea mapping, including using boats that move around in UK waters.
If there are specific threats against the UK these would be investigated, but sources declined to say what activity might have been looked at so far.

Last week, Russia began large-scale military drills of its Pacific Fleet, described by Russian Defense Minister Sergei Shoigu as a "surprise inspection" in a Kremlin readout of a conversation with Russian President?Vladimir Putin. More than 25,000 troops, 89 aircraft and 12 submarines were involved in the exercises on April 14, he said.
Putin, in response to Shoigu's report, said the?naval assets could be used "elsewhere" during the ongoing war in Ukraine, adding that the navy's development "remains relevant."

In May 2021, Wallace told British newspaper?The Telegraph?that Russian submarines surrounded the British coastline, branding Moscow as London's "number one adversary threat." At least seven Russian naval ships and a kilo-class submarine were seen around the U.K., including in the Irish Sea for the first time, in the year up to the report, according to the newspaper.
"We're regularly visited by nosy Russian ships, and we are regularly visited now by a number of Russian warships," Wallace added.
Earlier this week, Wallace met with U.S. Defense Secretary?Lloyd Austin, who lauded the AUKUS trilateral defense pact as one that "will break down barriers and usher in a new era of U.S.-U.K. defense cooperation." The tripartite security agreement between the U.S., U.K. and Australia, announced in September 2021, will furnish Canberra with nuclear-powered submarines, understood to be a move countering China's influence in the Indo-Pacific.
