The Purpose of Public-Private Partnerships: Sustaining Thriving Markets
Public-Private Partnerships (PPPs) are crucial for addressing developmental challenges, particularly in Sub-Saharan Africa (SSA). In those countries on the African continent, government resources and technical capacity are often limited. Meanwhile, there are critical needs for infrastructure development, capacity building, and social services delivery.?
PPPs leverage the strengths and resources of both the public and private sectors to achieve common development goals, whether it be in infrastructure, healthcare, education, or other sectors. They offer a framework for collaboration where risks and rewards are shared, leading to more efficient and sustainable outcomes.?
Additionally, PPPs can stimulate economic growth, foster innovation, and improve service delivery by harnessing private sector expertise and efficiency while ensuring accountability and transparency when developed competitively through open public sector procurement processes. As a Senior Advisor for Climate Finance and Innovation in the U.S. Foreign Service, and previously as Senior Partnership Advisor I traveled throughout Africa to train development practitioners on private sector engagement for PPPs at the intersection of business interests and development goals with maximum effect. Many, if not most development agencies have embraced this concept to stretch the limits and multiply the value of their investment and impact. My perspectives here are personal and do not represent any government affiliation or official policy.
The energy landscape in Africa is characterized by significant challenges, including limited access to electricity, unreliable supply, dependence on traditional energy sources (coal, oil and gas, and hydroelectric), and a lack of financial resources to develop new projects with newer technologies (e.g., piezoelectric tiles, wind walls, green and blue hydrogen with Battery Energy Storage Systems (BESS) improvements).?
However, there is also immense potential, with abundant renewable energy resources such as solar, wind, hydro, and geothermal. Households and Commercial/Industrial (C&I) clients count on PPPs because of their crucial role in unlocking this potential by mobilizing private sector investment and expertise to develop, finance, and operate energy generation and transmission projects. By leveraging private sector innovation and technical capacity, PPPs can accelerate the deployment of renewable energy technologies, improve energy access, and promote sustainable development while addressing climate change, greenhouse gas reduction, and adaptation goals.
