In a lot of situations, yes (or it should be).
But it's important to have a plan for when pages hit the "content quality" threshold:
"When content quality is not enough to move the needle"
What do you need next?
The (usual) answer is: more and better backlinks (duh!)
Let's look at a quick example:
This page is currently bringing in 25% of traffic for this company. And it's only ranking position 12:
If we look at the SERPs for its keyword, it's pretty clear, soon or later that page will hit the threshold (if it didn't already).
All we have is:
What do you do then?
Re-optimize the content? Hope? Pray?
This is obviously not an exact science, and there's a lot more nuance and strategy than what I showed here.
But I strongly believe in controlling what you can control and using data, not opinions wherever possible.
The most common question I get is:
"Why should I build backlinks?"
The answer is usually "because your competitors are!" ??
