Public Affairs Strategy Development: How a Workflow Can Boost Impact and Effectiveness

Public affairs leaders often find themselves overwhelmed by competing priorities, juggling internal alignment, shifting external landscapes, and the need to deliver measurable impact.

With so many moving parts, how do you stay focused on what matters most—driving meaningful change for your organisation and the stakeholders you serve?

If you’re like many of the public affairs leaders I’ve worked with, you spend a lot of time securing internal buy-in, managing stakeholders, and handling resources. All of this takes time away from what truly drives your passion: engaging stakeholders to drive change.

That’s why I believe having a structured Public Affairs Strategy Workflow can simplify decision-making and internal alignment, help you focus on the most impactful projects, and ultimately free up your time to do what you do best.

A well-defined workflow helps align public affairs efforts with your organisation’s goals and provides clarity on where to focus, so you can say "yes" to the right opportunities and "no" to projects that don’t deliver value.

Public Affairs Strategy Workflow: Step-by-Step

A workflow is a structured process that outlines each step needed to complete a task or achieve a goal. In public affairs, a well-defined workflow helps streamline decision-making, ensures alignment with corporate objectives, and provides clarity on where to focus efforts—allowing teams to manage complexity while delivering greater impact.

Let’s break down what this workflow looks like and how it can help you stay focused on delivering on your organisations priorities:

Public Affairs Strategy Workflow

1. What’s Your Strategy’s Purpose? Addressing a Challenge or Seizing an Opportunity?

  • What’s involved? Every strategy starts with a clear purpose. Whether it’s responding to a regulatory shift or positioning your company’s reputation, you need to define what you’re trying to achieve. Are you addressing a risk, seizing an opportunity, or aligning with a corporate or business goal?
  • Who’s involved? Public affairs leaders, senior leadership, and key stakeholders.
  • Output: A clearly defined problem statement or opportunity that sets the foundation for your public affairs strategy.
  • Decision criteria: Is the issue significant enough to justify a public affairs strategy? Does it align with the company’s priorities, and are you best placed to act on it?

2. Comprehensive Environment Analysis

  • What’s involved? You can’t develop a strategy in a vacuum. This step involves taking a deep dive into the policy, political, regulatory, and stakeholder landscape. You need to know who’s driving the issue, who’s affected, and how various stakeholders are interconnected. It’s also important to consider your organisation’s sustainability ambitions.
  • Who’s involved? Public affairs teams, policy analysts, regulatory experts, and external advisors.
  • Output: A detailed environment analysis that maps out the risks, opportunities, and the stakeholders influencing your issue.
  • Decision criteria: Does this analysis give you enough information to move forward? Have you fully captured the external forces at play? If yes, move on to the next step.

3. Assessing the Value at Stake

  • What’s involved? This is where you quantify the risks and opportunities. Beyond financial risks, what’s at stake in terms of reputation, market access, or stakeholder trust? Collecting data on these aspects will help you articulate why action is necessary.
  • Who’s involved? Public affairs teams, finance, market access, legal, sustainability teams, and senior leadership.
  • Output: A value-at-stake report that outlines the potential risks and opportunities associated with the challenge or opportunity you’re addressing.
  • Decision criteria: Does the value at stake justify a full public affairs strategy? Will the organisation’s reputation or market position suffer if no action is taken? What can be the benefits realised?

4. Internal Alignment and Communication

  • What’s involved? Once you’ve defined the challenge and assessed the value at stake, it’s time to secure buy-in from internal stakeholders. Present your findings and the proposed strategy to senior leadership and relevant departments to get their approval and alignment.
  • Who’s involved? Senior executives, public affairs teams, and corporate strategy departments.
  • Output: Approval from leadership and a clear mandate to move forward with the strategy.
  • Decision criteria: Has the internal leadership agreed on the path forward? Do they understand the value of taking action, agree to the benefits you want to achieve, and how you will measure success? If yes, proceed to formalising the strategic plan.

5. Developing the Project Plan

  • What’s involved? Now that you’ve secured buy-in, you need to formalise the plan. A project canvas is a great tool to structure this phase, covering key elements like purpose, sponsorship, resources, stakeholders, deliverables, timelines, and success metrics.
  • Who’s involved? Public affairs leaders, cross-functional teams, project managers, and project sponsors.
  • Output: A strategic plan that details every aspect of the project—its goals, resources, timelines, and measures of success.
  • Decision criteria: Is the plan realistic? Is it SMART? If so, you’re ready to implement.

Having a Public Affairs Strategy Workflow allows you to streamline decision-making, secure the buy-in you need, and focus your efforts on high-impact projects.

By prioritising the right activities and aligning them with your organisation’s goals, you’ll have more time to do what you do best—engaging stakeholders to drive meaningful change.
