Provoking Thought at the 28th National School Constitutional Convention

From Tuesday 21 March to Thursday 23 March 2023, the 28th National Schools Constitutional Convention (NSCC) will be held and will see 115 Year 11 and 12 students from around Australia descend upon the Museum of Australian Democracy at Old Parliament House , in Canberra. The students attending have won their spot in the program through an extensive application process with many already attending state based conventions in the lead up to the national event.
For each National Convention, a new topic is presented and this year is no different!
Constitutional reform and The Voice to Parliament is currently at the forefront of public opinion and regularly mentioned in the media, so it is not surprising that the topic for the 2023 National Schools Constitutional Convention is:
‘Constitutional Reform: is section 128 still a necessary requirement to change such an important document as the Australian Constitution?’
The upcoming constitutional referendum in relation to Indigenous voice is dominating classroom discussions and now these students will be provided the chance to discuss this topic in Canberra too. The program will provide students with the opportunity to examine Section 128 of the Australian Constitution and scrutinize the appropriateness of altering the constitution at this point in time.
A range of stimulus material and specialist speakers will present and students will be provided time for deeper learning and debate of the topic.?Outcomes from the Convention will be incorporated into a Communiqué that will be forwarded to the President of the Senate for tabling in Australian Parliament and recorded in Hansard.

Other elements of the program will include the Prime Minister’s Welcome Reception at Parliament House hosted by The Hon Patrick Gorman MP, Assistant Minister to the Prime Minister, a group meeting with the Governor-General, The Honourable David Hurley AC DSC (Retd) at Government House, and a dinner at The High Court of Australia.
The convention is funded by the Australian Government Department of Education (DOE), and coordinated by National Curriculum Services (NCS), a division of the Victorian Commercial Teachers Association (VCTA) (VCTA). It is also kindly supported by the Australian Curriculum Studies Association (ACSA) and each Department of Education from all states and territories across the country.
