PROVIDING INFORMATION ABOUT FILTERING-BYPASSING TECHNOLOGIES - NOT ILLEGAL

RosComSvoboda website, advocates human rights and freedoms on the Internet in Russia. A part of its activities is to publish data on website blockades as well as to provide assistance to Internet users and site operators, who are wrongfully subjected to restrictions.

In 2015, a Russian court ordered its advice portal to be blocked by local Internet Service Providers (ISPs). Its appeal was dismissed.

Nevertheless, this week, European Court of Human Rights held the order asking the website to remove the content from its website to be in breach of Article 10 of the European Convention on Human Rights. This article provides the right to freedom of expression (including freedom to hold opinions, and to receive and impart information and ideas) subject to reasonable restrictions.
