Over 99 percent of all data traffic worldwide is sent by submarine cables, which also provide power across European borders. However, both unintentional damage and intentional sabotage pose hitherto unheard-of risks to these essential lifelines. With the rise of "shadow fleets," or clandestine ships that use complex techniques to avoid detection, conventional tracking instruments like radar systems and AIS are no longer sufficient. The integrity of vital infrastructure, national security, and international economies are all seriously threatened by these covert dangers.

By identifying uncooperative targets that don't send out signals, passive radar systems can enhance monitoring capabilities and support this strategy.
