Proper Monitoring of Stevedoring Operation can avoid any damages to ship’s structure & Cargo

Proper Monitoring of Stevedoring Operation can avoid any damages to ship’s structure & Cargo :

The Stevedore and his gangs are the authentic handlers of the cargo loading and discharging. These people are technically qualified and appointed for the loading & discharging operation whenever a vessel arrives at a port or at anchorage.  However Master’s responsibility remains intact for the safety of the ship and cargo, and he must supervise the work of the stevedores for general safety.  A proper monitoring of Stevedoring operation can avoid any damages to ship’s structure & Cargo.

The Ship’s officer has the responsibility for the monitoring of the stevedoring operation. They must keep an eye on loading /Discharging & ensure that:

  • Checklist for Loading /Discharging being maintained prior loading, during loading and after completion of loading.
  • Effective communication with Stevedore in charge and terminal is maintained.
  • Loading/Discharging sequence as per cargo plan is being followed by Stevedore gangs at anchorage or at the terminal.
  • Monitor proper crane handling being done by operator & if any damage to the ship, it must be reported.
  • Cargo must be loaded as per plan & must be discussed during safety meeting with all concerned. Make sure it is being loaded where possible, symmetrically in each hold and, where necessary, trimmed.
  • During the meeting with the terminal, it must be discussed pour completions and movement of shore side equipment in accordance with the agreed plan.
  • Maintain the loading rate & it should not increase beyond the agreed rate for the loading plan.
  • If there is likely to be a change by the terminal to either the loading/unloading sequences or the cargo loading/unloading rate, the officer in charge is to be informed with sufficient notice.
  •  Changes to the agreed loading/unloading plan are to be implemented with the mutual agreement of both the ship and the terminal.
  • If ship’s officer notices a deviation from the loading or unloading plan, he should advise the cargo terminal immediately so that necessary corrective actions are implemented without delay. If he considered crucial, cargo and ballasting operations must be stopped.
