Competence refers to a collection of interconnected abilities, attitudes, skills, and personal traits that have a significant impact on a person's job performance. These competencies can be evaluated against widely accepted benchmarks, and they can be enhanced through training and professional growth. The main elements comprising competencies are abilities, attitudes, behavior, knowledge, personality, and skills.
In order to be acknowledged as fully competent, an individual must undergo a comprehensive assessment across all these aspects. Project managers cannot be deemed competent unless they demonstrate the required blend of knowledge, job performance, and personal proficiency.
The three dimensions of competence, namely Knowledge, Performance, and Personal, are exhibited through distinct means:
Demonstrating knowledge competence involves achieving a passing score on a relevant and recognized examination.
Demonstrating performance competence involves effectively delivering projects with successful outcomes.
Demonstrating personal competence involves observing the behavior of project managers during the delivery of successful projects.
