Job Title: Project Manager (Contract to Hire)

Location: Chicago, Baltimore, Pennsylvania, or DC (Local candidates only) Work Environment: Hybrid (In-office at least three days per week: Tuesday, Wednesday, Thursday)

Primary Purpose of Position:

The Project Manager will oversee Information Technology projects, managing cross-functional teams and coordinating multiple IT disciplines, including contract resources. Responsible for the full project lifecycle—scope, schedule, budget—this role ensures adherence to IT Management Model and PMI standards. Projects will typically range in budget from $250K to $15 million. The position may require extended hours, including 24/7 coverage during storms or other emergencies.

Primary Duties and Accountabilities:

1. Overall Project Performance: Accountable for the performance of projects, subprojects, processes, and new technology programs. (25%)
2. Cost, Schedule, and Scope Management: Ensure projects stay within approved limits, developing recovery plans as needed. (20%)
3. Stakeholder Coordination: Interface with internal and external stakeholders to coordinate project requirements. (15%)
4. Communication: Serve as the primary communicator with project sponsors and stakeholders, including executive presentations. (10%)
5. Relationship Management: Foster a positive working relationship among project teams, internal resources, vendors, and interfacing organizations. (10%)
6. Team Leadership: Coach and lead team members to ensure completion of assigned tasks. (10%)
7. Resource Identification: Identify and obtain necessary project team resources. (5%)
8. Role Clarity: Ensure team members understand their responsibilities. (5%)

Job Scope:

The Project Manager is accountable for project budgets and team performance, developing strategic plans for implementation across various organizations. Responsibilities include managing scope, budget, and schedule, and providing detailed reports to management. Tasks encompass business case completion, budget approvals, scheduling, design and engineering, project reporting, financial analysis, equipment procurement, and stakeholder relationship management.

Minimum Qualifications:

• Bachelor's degree in Project Management, Information Systems, Computer Science, or related discipline, with 4-7 years of relevant project management experience.
• In lieu of a degree, 7+ years of relevant experience.
• Proven track record of managing projects successfully.
• Certified Associate in Project Management (CAPM) or the ability to obtain within two years (PMP certification also acceptable).
• Strong independent judgment and the ability to manage conflicting priorities in a multitask environment.
• Excellent interpersonal and time management skills.

Preferred Qualifications:

• Project Management Professional (PMP) certification.
• 4-7 years of IT project delivery experience, including system integration and software development.
• Strong communication skills, capable of effectively engaging with leadership, business partners, technical teams, and vendors.
• Proven project management soft skills in facilitation, organization, and coordination.
• Experience with financial systems is a plus.
