Project to mainstream Kazakh language to the nationalities other than Kazakh in Kazakhstan

Stakeholders:

Young teachers of Kazakh language as mentors ,prepared to teach door-to-door as mentors

Old people from age 60-80 should participate free of charge as mentees

Students from the age 12-18 should participate free of charge as mentees

Adults from 22-60 participate for 20.000 tenge per month as mentees

Recommendation:

     Kazakh language received the status of governmental language but the main problem it is taught mostly by natives of Kazakh language who has no knowledge that this language should be taught not as second language but should be taught as foreign language to non-native speakers of Kazakh. That is why it is not very successful. The methodology of teaching Kazakh should be reviewed and done as foreign language!

I have seen some successful language mainstreaming in South Korea which faces with the problem of multiculturalism and diversity of language. I can say they successfully teach Korean to people of different nationalities. They created special centers of Korean language which gathers and assesses people on the knowledge of Korean. They also give foreigners chance to receive tutoring services -the mentor comes home and teach free of charge for two years. I think that is very helpful service.

I would like to suggest to our government to create door-to door service that would be free for old people and students and adults should pay 20000 tenge  monthly. That would cover teacher’s monthly salary and preparation of textbook that should use methodology of teaching Kazakh as foreign language.

The development of cultural centers that could teach Kazakh and Kazakh culture would be very beneficial should be placed in every region in the city. I would suggest creating special exam of Kazakh language that could measure ability to read, write, speak it like IELTs in English language or TOPIC in Korean, which could also be taught in those cultural centers in every region in Almaty and Astana
