PROJECT CONTROL MANAGER / COST CONTROL ESTIMATOR ENGINEER / SENIOR CONTRACTS ENGINEER – MAJOR PROJECTS DEPT. - LEADING OIL COMPANY – TRIPOLI – LIBYA

My client is one of the leading established oil services companies in Libya, has urgent requirements for highly qualified and experienced PROJECT CONTROLS PROFESSIONALS to join their leading Oil Company client’s Major Projects Department (MPD) at their prestigious Head Office tower building in Tripoli’s Central Business District to work on Major Projects related to Oil & Gas Production.?The three (03) available positions are:

1.?????Project Control Manager - Minimum 15 Years' O&G Company experience

Job Description

? Responsible for the direction, coordination, implementation, executive, control, and completion of the project while remaining aligned with the strategy, commitments, and goals of the Major Projects Department.

? Typically, the PCM has a team of resources to help manage all their responsibilities, such as a Project Planners, Cost Engineers, and Document Controllers.

? Plan, budget, monitor and report on the project with project management tools.

Responsibilities

? Develops standard and integrated policies, procedures and reporting systems.

? Support project management PM through development of cost and schedule baselines, status updates, progress and performance evaluation, variation analysis and change management, forecast to complete, and project reports for Major Projects Department.

? Mentor and develop junior staff in project controls systems and best practices.

? Develop and maintain good communications with client contacts on tasks and projects.

? Monitoring people performance, providing timely feedback, performing annual and mid-year appraisals. Manage leaves and attrition, create sufficient backup/ cross trainings.

? Oversees and monitors performance, progress, and department budgets.

? Receive and qualify subcontractor proposals

? Develops and implements strategic objectives for practice aligned with the region's strategic initiatives

? Reports profit and loss figures, as required

Qualifications

?Ability to identify Department needs and develop a business case to satisfy those needs proactively ? Ability to think strategically, plan and problem solve

? Ability to write complex business documents, such as reports, papers, detailed letters, and emails

? Working knowledge of web-based project management systems

Terms Of Occupying the Position

Qualification:?Graduate in Science or Engineering

Specialization:?University Degree + PM certification (PgMP, PIMP, Axilos, P30, PM)

Years of Experience:?Min 15 years of experience. Experience in Oil and Gas Projects is preferred.

Field of Experience:

? An experienced candidate with proven track record of delivering successful

? Experience covering functions of Engineering industry particularly Oil & Gas with green field and brown field projects

? Project/facilities standards, legislation knowledge and experience. Field Of Experience

? Computer literate and familiar with the relevant software packages (MS Office & MS Bl, Primavera P6 & Unifier.)

? Dashboard and Kanban Board experience

? Good in letter writing in English. Qualification in communication management preferable

? Ability to speak/read/write in English


2.?????Project Cost Control / Estimator Engineer - Minimum 10 Years' O&G Company experience

Job Description

? Co-ordination of all project costs, their predictions, monitoring and reporting

? Provide Cost estimating support services for the projects related to Oil and Gas

? Budget values to complete the work

? Project Input for the corporate budget cycle and project reports and performance reviews

? Generate cost estimates using various data's, in-house estimating manuals and support project and contract engineers with the provision of comparative estimates using BOQ, SOR system for evaluating contractor's claims / variations or change orders

Responsibilities

? Responsible for cost analysis, cost controls and reporting activities for Capital and non-Capital projects.

? Provide input and recommendations for cost engineering requirements relative to staffing, project controls, and preparing and analyzing comparisons of scope, quantities and cost data between the project forecasts and the budgets.

? Organize, monitor, and control project costs and will define project needs for cost control in accordance with contractual requirements, objectives, and Company procedures.

? Ensure that all project commitments are accurately reported and will maintain updated final project forecasts and expenditure forecasts. ? Proactively advise management when forecasted costs exceed the approved budget and he will recommend corrective actions.

? Candidate must be able to use statistical tools to analyze costs metrics and perform risk analysis.

? Analyze contractors' cost reports and extract required data for management reporting.

? Prepare and report cost engineering information on a monthly basis and when required for management.

? Ensure that cost reporting for each contract meets with contract requirements and that ongoing analysis is being made to track recovery against costs and highlight and resolve any associated issues

? Provide commercial support to company’s Project services Team in the preparation of annual budgets and business plans.

? Verifying of invoices and claims from Contractors & to ensure that all project expenditures are captured and properly recorded.

? Preparation of Monthly Progress Payment Reports.

? Provides all cost engineering expertise and coordinates activities as group/unit leader as required in preparation of cost portion of the engineering, procurement, and construction contracts.

Terms Of Occupying the Position

Qualification:?Degree in Engineering with specialization in Project Management or Cost Control related training; HND or equivalent in Quantity Surveying or Engineering

Years Of Experience:?Minimum of 12 Years experience in Quantity Surveying / cost estimation in the Oil and Gas industry.

Field of Experience:?

? The successful candidate requires extensive experience in Cost Engineering according to AACE.

? Methods or measurement of quantities in all engineering and construction disciplines

? Understand the sequencing of work and the strategy of creating effective project schedules

? Previous knowledge of experience with large project and full EPC contracts based on milestones

? Knowledge and experience with schedule of Rates system like BOQ, SOR system and estimating Database-Richardson

? Provide an independent up-to-date forecast on estimated costs to completion, using commitment date and historic cost knowledge

? Maintain a complete and updated commitment control system

? Knowledge in adopting and working in the ERP system

?Excellent computer skills (i.e., Microsoft Office software, SAP, COSTOS, and MS Project)

3.?????Senior Contracts Engineer - Minimum 15 Years' O&G Company experience

Job Description

? The Senior Contracts Engineer has responsibility to perform all pre-award and post-award activities of major complex projects in a cost effective, timely manner and in-line with Company's policies and procedures to meet the needs of the EPC projects, and Major Projects Department.

? Provide specialized services for preparation of EPC contracts by following Company tendering procedures and carry out contract management services by performing post award contract management activities at Company jobsites and operations.

Responsibilities

? Prepare contractual and commercial aspects of EPC Project tenders for the jobs to be carried out in oil and gas plant environment, in consultation with the company concerned departments and Tendering Committee.

? Prepare and compile tender/contract documentation, with legal and finance groups to ensure viability, legality, interpretation, and ease of administration.

? Assist in developing bidders list(s), including any pre-qualification exercises and evaluations criteria required.

? Perform tender administration activities, including preparing tender clarifications, tender bulletins, and conducting pre-tender meetings. ?

? Coordinate the technical and unpriced commercial evaluation of tenders and prepare the reports and recommendations.

? Preparation and execution of plans and procedures for implementation of post award contract management including contract variation management.

? Review, advise, and negotiate post-award claims in real time with contractors.

? Prepare contracts related to Projects, Technical Services and Operations, as requested by the concerned departments, ensuring review and approval by the relevant parties.

? Perform all necessary post-award administration to manage the implementation of the contracts.

? Review, advise and negotiate revised terms, variation order requests, change orders, etc.

? Coordinate the final close-out of completed contract(s) by ensuring proper resolution of all outstanding issues and/or disputes with contractors.

? ?Prepare all Project Steering Committee and Tender Committee submissions to ensure fulfilment of the terms of reference.

? Perform other similar or related duties as required or assigned by Department Manager, superintendents, and major Project Managers.

Terms Of Occupying the Position

Qualification:

? Candidate shall have as a minimum a bachelor’s degree in engineering discipline.

? Additional professional certifications are preferred.

Years of Experience:?Minimum of fifteen (15) year's work experience for performing similar jobs description in oil and gas plant site environment, as mentioned above with hands-on relevant experience in managing contracts of major EPC Projects.

Field of Experience:

? Excellent knowledge on FIDIC contracts

? Excellent computer skills (i.e., Microsoft Office software, etc.)
