Progressive Safe System: Overview
The Progressive Safe System (PSS) is an enhancement to the original DVS “Safe System,” designed to improve the safety of heavy goods vehicles (HGVs) in London. Its goal is to protect vulnerable road users like pedestrians and cyclists by eliminating blind spots and enhancing driver awareness.
Let’s break down the key requirements:
Requirement 1: Camera Monitoring System (CMS)
A Camera Monitoring System (CMS) must be fitted to the nearside of the vehicle to eliminate the remaining blind spot on that side. This system can also serve as an alternative to fitting Class V and VI mirrors.
If your vehicle is already equipped with a CMS or is type-approved to UNECE Regulations 151 and 159, you may not need an additional system. In these cases, the existing system may provide the same safety benefits. Our guidance for installers focuses on placing cameras in the most effective positions without creating any external projections that could pose hazards to other road users.
Requirement 2:Mirrors or CMS
Class V and VI mirrors, or a CMS that replaces them, must be installed on the front and nearside of the vehicle. These mirrors, or the equivalent CMS, are crucial to providing the driver with a clear view of these blind spots.
Requirement 3: Blind spot information system (BSIS)
A Blind Spot Information System (BSIS) must cover the entire nearside of the vehicle, ensuring that it can detect vulnerable road users without triggering false alarms from stationary vehicles or roadside objects. This system is particularly important in preventing left-turn collisions.
Requirement 4: Moving off information system (MOIS)
A Moving Off Information System (MOIS) must be installed at the front of the vehicle to warn the driver when vulnerable road users are in the front blind spot. This system helps prevent accidents when the vehicle begins to move from a standstill.
Requirement 5: Side under-run protection
Side under-run protection must be fitted on both sides of the vehicle to prevent vulnerable road users from being dragged under the vehicle in case of a collision. Exceptions are made only when such protection is impractical for certain vehicles.
Requirement 6: Audible warnings
Vehicles must be equipped with audible warnings to alert road users when the vehicle is turning left. For left-hand drive vehicles, this system will need to activate when turning right. This ensures that nearby road users are aware of the vehicle’s movements.
Requirement 7: External warning signage
Clear and visible warning signage must be displayed to inform pedestrians and cyclists of the vehicle’s blind spots and potential hazards. While larger signs (A3 size) are recommended, smaller signage can be used where necessary, as long as it is clear and legible.
