Progress of Saudi Vision 2023: Advancements and Goals

Since the inception of Saudi Vision 2030 in 2016, spearheaded by Crown Prince Mohammed bin Salman under the directive of King Salman bin Abdulaziz, the Kingdom of Saudi Arabia has been on a transformative journey towards economic diversification and societal development. This comprehensive reform plan encompasses various sectors, including the public sector,?the economy, and society?as a whole. Amidst a backdrop of significant investments in global sports markets and innovative initiatives such as those planned at NEOM , the progress of Vision 2030 is palpable, albeit amidst challenges influenced by external factors like oil prices and global monetary policies.

Logistics: A Key Pillar of Economic Transition

Central to the objectives of Vision 2030 is the strategic importance of logistics in transitioning the economy from oil dependency to a diversified, sustainable model. The Kingdom's recent advancement of 17 places in the global Logistics Performance Index (LPI) issued by the World Bank underscores the significance of this sector. Among 160 countries, Saudi Arabia has ascended to the 38th rank in the World Bank's Logistics Performance Index, achieving notable improvements across various performance indicators such as Logistics Competence and Quality, Tracking and Tracing, Timeliness, Customs, Infrastructure, and International Shipments.

Initiatives Driving Logistics Advancement

Vision 2030 is driving forward several initiatives?to enhance?logistics infrastructure, digitalization, and freight capacity.?Establishing airport logistics zones with advanced facilities, including cold storage and eCommerce fulfilment centres, is set to bolster trade with international partners.?Moreover,?the integration of?cutting-edge technologies such as blockchain, robotics, artificial intelligence, and automation into the logistics sector, coupled with the deployment of 5G connectivity, will significantly enhance operational efficiency and competitiveness. Expansion projects at key seaports like the Jeddah Islamic Port and King Abdullah Port are poised to increase freight capacity, facilitating import-export activities and contributing to economic growth.

Projected Impact and Job Creation

Experts predict that these initiatives will propel Saudi Arabia's logistics market size to $15.31 billion by 2030, attracting investments and creating more than 1.6 million direct and indirect jobs. By leveraging incentives and opportunities, the Kingdom aims to position itself as a regional logistics hub and capitalize on its strategic location to drive economic prosperity.

Monitoring Progress and Ensuring Success

While short-term economic indicators may fluctuate due to various factors,?Vision 2030's long-term success hinges on achieving key milestones across critical sectors. Close monitoring of indicators such as Saudi women's labour force participation rate, tourist arrivals, foreign direct investment, and educational outcomes will provide vital insights into the progress of economic diversification efforts.?Positive trends in these areas will bolster confidence in the Kingdom's economic transformation and?achieving?Vision 2030's goals.

1. Empowering Saudi Women in the Workforce:

A pivotal aspect of Vision 2030 is?the empowerment of?Saudi women in the workforce, aimed at enhancing economic participation and promoting gender equality. Between 2017 and 2021, the female?labour?force participation rate doubled from 17.4% to 35.6%, surpassing the Vision 2030 target of 30%. Although the participation rate has plateaued slightly in recent years, initiatives such as easing legal impediments and providing subsidies for childcare services and training have facilitated women's entry into the workforce.?Continuing?efforts to promote a conducive work environment and facilitate career advancement for women are crucial to sustaining this positive trend.

2. Tourism Growth and Foreign Direct Investment:

Vision 2030 places significant emphasis on developing the tourism sector and attracting foreign direct investment (FDI) into non-hydrocarbon sectors.?The Kingdom has witnessed a remarkable surge in?domestic and international tourist arrivals.?In the first half of 2023 alone, 14.6 million foreign visitors arrived in Saudi Arabia, demonstrating a substantial increase compared to previous years.?Similarly, domestic tourism has flourished,?doubling spending during domestic trips in recent years. These trends?contribute to economic growth and reflect the success of initiatives promoting Saudi Arabia as a global tourist destination.

FDI inflows into Saudi Arabia have also shown promising signs, albeit with some fluctuations. While FDI increased in 2021 and 2022, reaching significant levels, further acceleration is anticipated in the coming years. Legal reforms, such as?the introduction of?the new Civil Code, are expected to provide a more predictable legal environment for businesses, thereby attracting?greater?investment. Additionally,?the implementation of?programs like the Regional Headquarters Program is poised to stimulate FDI inflows into the Kingdom, supporting its economic diversification agenda.

3. Educational Reforms and Skill Development:

Ensuring the education system equips Saudi youth with the skills needed for a dynamic, non-oil economy is a fundamental aspect of Vision 2030.?Despite significant investments in education, outcomes have?not always?met expectations.?International assessments, such as the Progress in International Reading Literacy Study (PIRLS) and Trends in International Mathematics and Science Study (TIMSS), have highlighted areas for improvement in Saudi students' performance.

To address these challenges, the Saudi government has implemented comprehensive reforms?aimed at enhancing?the quality of education,?strengthening curricula, and improving?student attainment.?The results of the 2023 TIMSS study, expected to be released soon, will provide valuable insights into the effectiveness of these reforms and their impact on educational outcomes. Continued focus on enhancing educational standards and fostering innovation in teaching methodologies will?be essential to ensuring?that Saudi youth are equipped with the skills necessary to thrive in a knowledge-based economy.

As Saudi Arabia advances towards the realization of Vision 2030, progress across?key?indicators such as female workforce participation, tourism growth, FDI inflows, and educational outcomes underscores the Kingdom's commitment to sustainable development and economic diversification. By leveraging these achievements and addressing ongoing challenges, Saudi Arabia is poised to build a prosperous and resilient future for its citizens, characterized by inclusive growth and global competitiveness.

It seems like a lot has been happening in Saudi Arabia since my project there in 2020 as part of the BLC - KAEC project (Binzagr Logistics Company) in King Abdullah Economic City.
