The programming of public contracts by the Ministry of Public Contracts in Cameroon for 2025 will be launched from the 16th to the 20th of December 2024.This is of paramount importance for ensuring the effective and efficient management of public funds, promoting transparency, and achieving sustainable development. Here are some key reasons why this programming is necessary:
-Enhanced Transparency and Accountability:
Programming public contracts ensures that there is a clear and transparent process in place for the allocation of government contracts. It helps prevent the misuse of public funds by outlining the procedures for tendering, evaluation, and award. This transparency is critical for building public trust and reducing corruption within the public procurement system.
-Strategic Planning:
By programming public contracts, the Ministry alongside Project Owners can prioritize projects based on our environment.Launching and award of public contracts for road projects is done around May to September in the heart of the rainy season so that execution is done at the dry season.Boreholes are programmed to be executed in the heart of the dry season to guarantee the availability of water throughout.Contracts for didactic materials should be awarded by the end of August so that in September when schools begin we will only have to deliver.
-Improved Budget Management:
Programming public contracts allows for better alignment between government budgets and the execution of planned projects. It ensures that funds are allocated to the right sectors and projects in a timely manner, avoiding budget overruns and delays. This is especially crucial in managing national budgets that are often constrained and need careful allocation.
-Efficiency in Implementation:
A well-programmed procurement process leads to better coordination between various ministries, contractors, and stakeholders. With a clear schedule of upcoming contracts, it becomes easier to plan and execute projects without unnecessary delays or conflicts. This promotes a more efficient use of resources and better overall project management.
-Promotion of Local Businesses and SMEs:
Programming public contracts can include policies that encourage the participation of local businesses and SMEs in public procurement. By ensuring that certain projects are earmarked for local firms, the Ministry of Public Contracts helps to promote economic growth within Cameroon, creating jobs and stimulating local industries. This is especially important in the context of fostering economic development and reducing dependence on foreign contractors.

-Mitigation of Risks and Fraud:
A structured programming process allows for better risk management by identifying potential challenges early in the procurement process. The Ministry can incorporate safeguards, monitor the progress of contracts, and assess compliance with legal and regulatory frameworks. This reduces the risk of fraud, mismanagement, and poor-quality execution of contracts.
-Boosting Investor Confidence:
A transparent and predictable system for public contract programming enhances investor confidence, both local and international. When businesses see that the government is committed to fair, well-organized procurement processes, they are more likely to engage in projects and invest in the country’s economy. This, in turn, can lead to improved infrastructure, technology transfer, and the expansion of the private sector.
-Monitoring and Evaluation:
Programming public contracts allows for continuous monitoring and evaluation of projects once they are underway. The Ministry can track progress, identify any challenges or inefficiencies, and make adjustments where necessary. This ongoing assessment is vital for ensuring that projects are completed on time, within budget, and in accordance with their intended outcomes.
-Compliance with Legal and Institutional Frameworks:
Cameroon, as a member of the Central African Economic and Monetary Community (CEMAC), is subject to various regional and international procurement regulations and frameworks. Programming public contracts ensures that the country complies with these standards, which helps maintain the country’s reputation and its access to regional and international funding.
The necessity of programming public contracts by the Ministry of Public Contracts in Cameroon cannot be overstated. It is essential for ensuring efficient resource allocation, promoting transparency, and achieving sustainable development goals. By adopting a structured and strategic approach to public procurement, the Ministry not only improves the management of public funds but also strengthens the economy, fosters local businesses, and enhances public trust in the government’s ability to deliver key services and infrastructure.
