Let’s analyse this with the help of real example happening LIVE in UP state in INDIA: How the UP Government might have used a Product Roadmap for this Maha Kumbh Mela
The Uttar Pradesh (UP) Government had a massive task: organizing the Maha Kumbh Mela, one of the world's largest religious gatherings, attracting millions of visitors.
To manage this, they developed a strategic roadmap, similar to a product roadmap.

"Ensure a smooth, safe, and well-organized Maha Kumbh Mela, enhancing infrastructure, crowd management, and security while preserving cultural and spiritual significance."

The roadmap focused on the following areas: ? Infrastructure: Roads, bridges, sanitation, and temporary housing. ? Security & Safety: Surveillance, emergency response teams, and medical facilities. ? Traffic & Crowd Management: Dedicated transport routes, traffic control, and pedestrian zones. ? Cleanliness & Waste Management: Large-scale waste disposal and sanitation systems. ? Despite detailed planning, unexpected issues can arise and which did but thanks to UP govt who had the contingency plans in place to handle failures.

Roads, bridges, railway stations, airport started to over-crowd due to unexpected turn around : handled by creating backup routes, temporary bridges, and modular accommodations
Risk of stampedes, safety concerns: handled with real-time crowd monitoring, entry restrictions, no vehicle zone, emergency exits.
Food availability: Lot of free food distribution services organized by various communities and ample stalls deployed throughout the routes.
Technical Failures (Digital Services Down)
Lack of information access for visitors: had offline signage, trained ground staff for guidance
Senior citizens unable to walk: Helped them by deploying bike services
