Neat article about roles on the program. Though in real life, some of the roles may be absent and the other may appear, the overall description and differences well captured. The only thing that I cannot agree is about project manager using the waterfall. Using Agile methodologies is more productive. It gives more flexibility and efficiency to deliver value at the same time addressing ever-changing requirements and emerging technical challenges.Also, it definitely gives development teams more initiative and ownership that drives performance. The 1-1.5 horizon of planning is easily covered by Scrum. Even longer delivery schedule can be built by using SAFe, Less, and other frameworks. My preference is using Waterfall at program and initiative level if it cannot be avoided.
