ProCure23, the collaborative procurement framework by NHS England and Crown Commercial Service , has not only met but surpassed its target of £2 billion through the framework six months ahead of schedule.
This success can be attributed to ProCure23's innovative approach to procurement, streamlining processes and fostering collaboration between clients, contractors, and suppliers. By doing so, the framework has demonstrated its efficacy in delivering projects efficiently and within budgetary constraints.
As of January 2024, the committed value stands at £2.58bn with 54 procurements completed through the framework and a further 6 currently live. The framework's ability to expedite projects while maintaining fiscal responsibility has garnered attention within the construction industry. This achievement not only highlights the efficiency of the procurement process but also reflects the trust that clients and stakeholders have placed in ProCure23.
Furthermore, ProCure23's commitment to excellence has been recognised through winning the NEC Client of the Year Award 2023. This recognition reflects the dedication and commitment to excellence that the ProCure23 team has consistently demonstrated in the realm of procurement and construction management. One of the key criteria for the NEC Client of the Year Award is a demonstrated commitment to collaborative working. At the awards ceremony, the NEC highlighted that ProCure23 excels in this area, fostering partnerships with contractors, consultants, and stakeholders that are built on trust and mutual respect. The team's ability to bring diverse teams together and create an environment where ideas flow freely is a testament to their dedication to the NEC's core principles.

Several key projects have played a pivotal role in ProCure23's success story. One such notable project is the construction of Whipps Cross Hospital multi-storey car park, appointed to Integrated Health Projects which achieved the highest combined Modern Methods of Construction score to date. The scheme will provide 500 spaces and make access to the new hospital quicker and easier and marks the first phase in a wider redevelopment as part of the New Hospitals Programme.
One of our completions saw a remodel and refurbishment at Birmingham Children's Hospital undertaken by GRAHAM Construction. With another contractor working close to the site boundary, the teams shared their welfare area, and access routes and co-ordinated their deliveries to ensure minimum impact to services. The remodel was designed with both dental staff and patients in mind improving the configuration of the rooms improved workflow and that the rooms provided a welcoming environment to patients.
ProCure23's success extends beyond individual projects to its impact on the overall construction landscape. The framework has become a catalyst for positive change, fostering collaboration and innovation within the industry. Its ability to adapt to evolving challenges has positioned it as a dynamic force that continues to redefine procurement norms.
As ProCure23 looks towards the future, its success is setting the benchmark for other frameworks and industry players. The framework's achievements in surpassing financial targets, winning prestigious awards, and delivering exceptional projects highlight the transformative power of effective procurement practices in the construction sector.
It’s been a tough environment for PSCPs and Trust to operate in with inflation, costs, risk etc to deal with, but thanks to Helen and team, I can say that as a Trust working within P23, it’s been good to work in co-operation with all parties.
