Exploring the Vital Role of Cyber Security in Promoting Innovation, Attracting Investment, and Strengthening International Cooperation in South Asia's Burgeoning Digital Economy

INTRODUCTION Bangladesh is having one of the fastest digital transformations of its economy and society. With a population of almost 180 Million and everyone under mobile internet coverage and having access to smartphones as a primary device, Bangladesh is set to grow further and faster towards its digital maturity. With the government's sharp objective of building a "SMART Bangladesh", areas like Smart Citizen Services, Education, Media, Critical Infrastructure, Defence and Healthcare are set to experience massive digitalisation and adoption of SMART Technology. But with this meteoric growth trajectory of Bangladesh comes the need for secured and safe accruing, storing, adoption, use and transmission of data. Protection against Cyber Attacks, Data Breaches and Cyber Crime is key to driving and sustaining the SMART growth of Bangladesh. The National Cyber Security & Cyber Defence Strategy needs to be charted and implemented.?

The development and implementation of a National Cyber Security Strategy is crucial for an emerging country like Bangladesh, given the rapidly evolving digital landscape and increasing reliance on technology. This country, characterized by its fast-paced economic growth and expanding digital infrastructure, is increasingly susceptible to cyber threats. These threats range from cyber espionage and data theft to large-scale cyberattacks on critical national infrastructure, which can have devastating consequences on national security, economic stability, and public trust. A comprehensive Cyber Security Strategy not only helps safeguard sensitive government data and protect critical infrastructure but also bolsters the economy by securing the digital transactions and operations that underpin modern businesses. Furthermore, such a strategy is vital in establishing international trust and cooperation, as it demonstrates a commitment to addressing global cyber security concerns, a prerequisite in an interconnected world.

As an emerging country from the global south, the implementation of a national cyber security strategy also plays a key role in fostering technological innovation and growth. By establishing clear guidelines and standards for Cybersecurity, the Government can create a secure environment for businesses and startups to innovate without the looming threat of cyber intrusions. This, in turn, attracts foreign investments, as international corporations and investors are more likely to engage with countries that demonstrate a strong commitment to cyber security. Additionally, a national cyber security strategy emphasizes the importance of building local expertise and capabilities, leading to the development of a skilled workforce adept at handling complex cyber challenges. This not only supports the country's cyber defence mechanisms but also contributes to the global pool of cyber security talent, making the region a significant player in the international cyber security landscape.

NEED FOR DEVELOPMENT OF A NATIONAL CYBER SECURITY STRATEGY

To develop a world-class Cyber Security Strategy for Bangladesh, key strategies from some of the National Cybersecurity Strategies from around South Asia and the West can be adapted and tailored to Bangladesh's context. These include:

  • Defend Critical Infrastructure: Implement minimum cybersecurity requirements in critical sectors, facilitate public-private collaboration, and modernize government networks.

  • Disrupt and Dismantle Threat Actors: Employ national power tools to counteract adversaries, engage the private sector in disruption activities, and address ransomware threats comprehensively.

  • Shape Market Forces for Security and Resilience: Promote privacy and data security, shift liability to encourage secure development practices, and ensure secure investments in new infrastructure.

  • Invest in a Resilient Future: Focus on reducing technical vulnerabilities, prioritize R&D in emerging technologies, and develop a skilled cyber workforce.

  • Forge International Partnerships: Build international coalitions for joint preparedness and response, and work towards secure global supply chains.

Adapting these strategies to the specific needs and conditions of Bangladesh, particularly in terms of infrastructure, legal frameworks, and workforce development, can form the basis of an effective Cyber Security Strategy.

FRAMEWORK FOR CYBER SECURITY & DEFENCE STRATEGY FOR BANGLADESH

As Bangladesh embarks on a remarkable journey of digital transformation, the imperative for a robust National Cyber Security and defence Strategy becomes increasingly critical. This strategy framework aims to safeguard the nation's digital advancements, protect its critical infrastructure, and secure the data and privacy of its citizens. Amidst the rapid adoption of smart technologies in various sectors such as healthcare, education, and defence, the adopted strategy will address the heightened risks of cyber attacks, data breaches, and cybercrimes. By aligning with global best practices and adapting to the unique challenges of Bangladesh, this framework seeks to fortify the nation's digital ecosystem, ensuring that its path towards a "SMART Bangladesh" is resilient, secure, and sustainable.

1. NATIONAL CYBERSECURITY GOVERNANCE

  • Establish a Central Cybersecurity Authority: Create a dedicated body responsible for coordinating and implementing cybersecurity strategies and policies.

Very timely article! One key item that I want to highlight from the article is the collaboration between academia, private and government agencies. Cyber security is an afterthought and often is a bolt-on top of ongoing initiatives, however, it should start at the planning stage. And to have those skills in our workforce, I'd go as far as to say that we need to have separate departments on cyber security in the universities that could bridge between theory and applied practices. Cybersecurity will only grow in importance with the progress of IoT, Smart devices, Quantum Computing and AI.
