President Trump's Labor Relations Executive Orders: Truly Needed?

The recent court decision halting implementation of President Trump's EOs relative to Labor Relations and Performance should not have been a surprise to anyone with a basic understanding of Federal Sector Labor Relations. The question becomes even if the underlying disputes are resolved in the courts will the work environments change? The answer is no short to mid-term if senior leaders understand the different obligations to bargain and the delay strategies available to the unions even after litigation ends. The answer is no long-term if senior leaders continue with the current approaches to Labor Relations and to managing employee performance under existing statutes.
The critical factor in all of this is how Federal Sector leadership sets the tone and establishes its expectations within the work environment. And, the target audience is not the unions or the employees: These two groups simply leverage the root cause of work environment issues. A poor Labor Relations climate, a toxic work environment, and substandard employee performance are symptoms of a much deeper issue. With the right focus, agency leaders can neuter the power and influence of the unions regardless of the EOs being in place while concurrently transforming the work environment.
