David F. Eisner served the Department of the Treasury and the American people with great distinction as Assistant Secretary for Management. Mr. Eisner brought unique dynamism, entrepreneurship, and passion to his role. His tenure highlights an unwavering commitment to ensuring that Americans receive the government that they deserve.
Mr. Eisner set the vision and executed the day-to-day operations of the Department and managed its 13 billion dollar budget and its 75,000 person workforce. His accomplishments ranged from overseeing implementation of one of the Administration’s major legislative achievements—the Tax Cuts and Jobs Act—to modernizing the technology and business operations of the IRS; from advocacting and planning for a 100-acre complex for the new Capitol Region Bureau of Engraving and Printing facility to applying industry best practices in financial management and performance measurement to all Treasury units and programs. Mr. Eisner was instrumental in securing support and resourcing key Treasury and Administration priorities to improve our Nation’s financial security, national security, and economic infrastructure.
Mr. Eisner’s bold leadership was most evident during COVID-19, when he coordinated and led the Department’s extraordinary internal response and protocols to manage operations through the pandemic. Mr. Eisner dedicated himself tirelessly to assisting American workers and families by leading the organization that provided support functions to all of Treasury’s implementation of the CARES Act. Mr. Eisner designed and established the CARES Operations office, which ensured accurate payments of hundreds of billions in grants and loans, rigorous compliance oversight of recipients, and timely reporting of performance to oversight bodies, Congress, and taxpayers.
Many Americans will never know the true impact that Mr. Eisner’s contributions had on their lives. His legacy will continue to live on in many ways through a stronger economy, more positive interactions between taxpayers and their government, and a more efficient, accountable, and client-focused Department. Guided by his faith and a deep love for his country, Mr. Eisner passionately led by example with his energy, integrity, intellect, and heart.
In recognition of his passionate dedication, outstanding leadership, and enormous contributions to the Department of the Treasury, and his distinguished record of public service to the American people, David F. Eisner is presented the Treasury Medal.
