THE "PRECISION HOLD OVER" METHOD OF AIMING. TO HOLD OR NOT TO HOLD IS A LIABILITY ISSUE.

There have been warranted questions directed to my attention by US Snipers who, from their own experiences and admissions, have been missing "high" when utilizing the hold over method of aiming, when the hold-over is outside the central 1/3 of the lens. (When the shooter places their eye / pupil in the optical center and dials, their accuracy returns). This anomaly occurs when aiming on flat planes, however aggressively presents itself when aiming up or down on inclines and declines in such AO's as Afghanistan, other mountainous regions and in urban environments with tall buildings. According to the laws of science and physics, the hold-over method of aiming does not / does not work as Snell's Law of Refraction forbids it. It is also why many other countries do not adhere to this flawed practice of aiming.
