Power, prosperity and poverty are dependent upon the quality of institutions

In my last post I suggested that nations fail or succeed depending on their institutions. People on the opposite sides of national and international and state "fences" can experience vastly different opportunities and lives.
Our institutions are significantly important.
That leads to the question: Who leads institutions?
Who runs these places ?
What sort of values and assumptions underpin these institutions?
Understanding these will give us a better understanding of why institutions succeed and why they fail.
