Postal Sector at the Heart of the Polish Presidency of the EU Council

The Polish Presidency of the Council of the European Union, starting on 1 January 2025, unveiled its political priorities on 10 December 2024. With a central theme of strengthening security and resilience, Poland aims to focus on several critical issues while spotlighting the postal sector as a strategic driver for economic development, particularly for small and medium-sized enterprises (SMEs).


Key Priorities of the Polish Presidency

1. European Security

Security will dominate the semester’s agenda, with a focus on:

  • Defence and border protection: Strengthening European defence mechanisms and surveillance capabilities.
  • Combatting disinformation and foreign interference: Developing tools to counter hybrid threats.
  • Energy security: Accelerating the energy transition to reduce dependence on fossil fuel imports, particularly from third countries.

2. Agriculture and Public Health

The Polish Presidency advocates for a competitive and resilient agricultural sector while ensuring public health policies enhance Europe’s crisis response capacity.

3. Post-2027 Multiannual Financial Framework

Under the supervision of Piotr Serafin, European Commissioner for Budget, the Polish Presidency will initiate discussions on the next Multiannual Financial Framework (MFF), addressing challenges related to security funding and the green transition.


Strategic Focus on the Postal Sector

In the context of digital transformation, the postal sector is a high priority for the Polish Presidency. It is seen as a strategic lever to support SMEs, facilitate the digital transition, and ensure equitable access to essential services across all EU regions. Key objectives include:

  • Assessment of the current legal framework: Reviewing whether the EU’s postal and courier service legislation meets modern challenges, such as the growth of e-commerce and digital services.
  • Enhancing postal service efficiency: Ensuring these services remain competitive and accessible alongside digital solutions.
  • Coordination for the Universal Postal Union (UPU) Congress: The Polish Presidency will coordinate the EU’s position in international discussions on UPU reforms. Priorities will include governance improvements and modernizing global regulatory frameworks for the postal sector.


Commitment to SMEs and European Citizens

Highlighting the critical role of postal services in economic development—especially for SMEs—the Polish Presidency seeks to balance digital innovation with maintaining traditional postal infrastructure. This approach reflects an inclusive strategy that addresses the needs of citizens and businesses, particularly in rural or remote areas where digital services alone cannot close existing gaps.
