Are the polls actually shifting?

Every day seemingly brings headlines about a new poll in the presidential race. While some claim movement or a lead change, the numbers are typically well within the margin of error (today's Fox News poll, for example).

Here are a couple of interesting graphical examples of the lack of movement in the head-to-head polling from 538 and The Economist:
