POLITICO Playbook -- Guest host: POLITICO Europe’s Ryan Heath -- SPECIAL BREXIT EDITION -- BREXQUAKE! Cameron resigns
Good Friday morning from Brussels where we're still in shock and from Washington which is just now waking up to the big news. THE BREXIT EARTHQUAKE HAS ARRIVED.
-- The UK has voted to leave the European Union
-- David Cameron will resign as prime minister (most likely taking effect in September)
-- The Bank of England is vowing to do whatever it takes to stabilize swooning markets
-- European populists in France and Netherlands are calling for referendums
London is in shock this morning. The UK capital voted by a margin of two to one to stay in the European Union and as voting finished at 10 p.m. UK time, all signs indicated a narrow win for the status quo. As late as 3 a.m. the two camps were running at 50.01% for Leave and 49.99% for Remain, before the Leave campaign raced to a lead of more than one million votes. The vote now stands at 51.9% for Leave, 48.1% for Remain with 100% of votes counted.
--AP's Jill Lawless and Raphael Satter in London: "It's often said that David Cameron is a lucky politician who has seemed to coast through politics on instinct and charm during a career that has culminated in six years as British prime minister. On Thursday, his luck ran out. In calling a referendum on Britain's membership in the European Union, Cameron made a gamble that sank his career - and set his country on a course to leave an international alliance it joined more than 40 years ago. ... Brexit was a rare but fateful miscalculation for a politician who has a reputation for thriving under pressure and astutely judging political risks." https://apne.ws/28ROq3L

TRUMP "Statement Regarding British Referendum on E.U. Membership," emailed at 5:26 a.m. Eastern: "The people of the United Kingdom have exercised the sacred right of all free peoples. They have declared their independence from the European Union and have voted to reassert control over their own politics, borders and economy. A Trump Administration pledges to strengthen our ties with a free and independent Britain, deepening our bonds in commerce, culture and mutual defense. The whole world is more peaceful and stable when our two countries - and our two peoples - are united together, as they will be under a Trump Administration.
"Come November, the American people will have the chance to re-declare their independence. Americans will have a chance to vote for trade, immigration and foreign policies that put our citizens first. They will have the chance to reject today's rule by the global elite, and to embrace real change that delivers a government of, by and for the people. I hope America is watching, it will soon be time to believe in America again."
TRANSATLANTIC TSUNAMI: Politico's Joe Schatz in London and Morning Money's Ben White: "British voters didn't just shock the world and the financial markets by voting to leave the European Union hours ago: They also ignored President Barack Obama, handed Hillary Clinton a potential economic burden and injected new energy into the populist currents roiling politics on both sides of the Atlantic." https://politi.co/28UIE3C

SCOOP -- "Clinton's State Dept. calendar missing scores of entries," by AP's Stephen Braun: "[S]cores of names and events [are] missing from Clinton's historical record of her daily activities as secretary of state ... The AP review of Clinton's calendar - her after-the-fact, official chronology of the events of her four-year term - identified at least 75 meetings with longtime political donors and loyalists, Clinton Foundation contributors and corporate and other outside interests that were either not recorded or listed with identifying details scrubbed. ... The names of at least 114 outsiders who met with Clinton were missing from her calendar." https://apne.ws/28Rdf3h
INSIDE THE CAMPAIGNS -- "Clinton's cash stockpile strategy: Her top fundraisers face an unexpected obstacle: Big donors who worry Donald Trump might not be the GOP nominee," by Annie Karni: "There's no evidence that Trump is considering dropping his presidential bid, and it's unlikely Republicans will dump him as the party nominee. But Clinton's well-heeled supporters are nevertheless worried by the prospect of running against anyone other than him. 'That's all anyone's worried about,' said a Clinton donor who attended a fundraiser in Manhattan last week. 'People wanted to know from her, "what do you think the odds are that Trump's not the nominee."'" https://politi.co/28XkC8H
POLITICAL FALLOUT from yesterday's big SCOTUS immigration ruling from top Playbookers:
JOHN WEAVER: "If Hispanic turnout increases because of the issue, that is obviously very good news for Secretary Clinton. Hard to imagine Mr. Trump hasn't already squeezed out the support he's going to get from his position and tone."
STEPHANIE CUTTER: "I think you'll see a well-organized effort in presidential battleground states - and especially in targeted Senate races in Florida, Arizona and Colorado - to drive the vote. It's more than a net negative for Republicans."
GOP SENATE AIDE: "Look, Republicans win in the short-term. It's another feather in their cap when it comes to beating back Obama's executive overreach. The base is thrilled. But make no mistake, it helps Democrats, too. They're playing the long game here and clearly have an edge."
SARAH ISGUR FLORES : "I think the biggest political impact is that it reenergizes the 'this election matters because of SCOTUS' mantra for both sides. As high as the negatives are for Trump and Hillary, the Dem and Rep base are even more horrified of the other side's nominee picking that 5th vote."
2016 PLAYERS -- "Prominent GOP Neoconservative to Fundraise for Hillary Clinton," by Foreign Policy's John Hudson: "Robert Kagan, a senior fellow at the Brookings Institution and a co-founder of the Project for the New American Century, will speak at a Hillary for America fundraiser in Washington's Logan Circle neighborhood on July 21." https://atfp.co/28RK1xG ...
-- JASON ZENGERLE in GQ, "Don't Mess With Neera Tanden, Hillary's Twitter-Loving, Self-Appointed Secretary of Defense": "A longtime supporter of and advisor to Hillary Clinton, Neera Tanden is expected by many to play a key role in any future Clinton administration-maybe even as Hillary's White House Chief of Staff. In the meantime, she's taken on a self-appointed role as one of Clinton's most pugnacious defenders on Twitter. ... [O]n social media @neeratanden has been taking swipes at everyone from Bernie Bros to Shailene Woodley." https://bit.ly/28TVvUx
--"Donald Trump finally hires Ohio campaign manager," by Cincinnati Enquirer's Chrissie Thompson: "Bob Paduchik, who ran George W. Bush's two successful presidential efforts in Ohio, will serve as state director for the presumptive GOP nominee. Paduchik had worked for former Florida Gov. Jeb Bush's campaign during the 2016 primary. ... Paduchik also ran Sen. Rob Portman's 2010 campaign." https://cin.ci/28RehuM
