Shri Muktikam Phukan, Director (Technical), and Head of Hydrogen Cell, PNGRB, contributed as a panellist in the session "Safety, Regulatory, and Policy Issues for the H? Economy" at the 11th International Hydrogen and Fuel Cell Conference held on November 26, 2024, in New Delhi.
Hydrogen Blending Challenges and Progress
- Hydrogen Blending Pilots: PNGRB supports projects achieving up to 8% hydrogen blending in low-pressure networks like NTPC Kawas Township. No operational abnormalities were observed.
- Challenges in the CNG Segment: Existing CNG cylinders and compressors limit blending to 2–3%. Deblending at CNG stations remains economically challenging.
- PNGRB Infrastructure: PNGRB has authorized 35,000 km of natural gas pipelines, with 25,000 km operational and the rest to be commissioned within 2–3 years. These pipelines have the potential to provide the backbone for hydrogen transportation upon repurposing. Authorization of CGD networks in 307 geographical areas ensures seamless integration of hydrogen into urban energy systems, supporting India’s transition to a hydrogen economy.
Infrastructure and International Context
- PNGRB as India’s Energy Backbone: PNGRB’s network acts as the arteries and capillaries of India’s energy system, covering the entire country except the Andaman and Lakshadweep Islands.
- Pipeline Grades and Challenges: Unlike Europe, which predominantly uses X52-grade pipelines, India’s network comprises various grades such as X52, X60, X70, and X80, all requiring extensive testing to ensure compatibility with hydrogen.
International Collaboration
- PNGRB visited Spadeadam, UK, where hydrogen pipeline research is underway by National Gas Transmission and DNV.
- Signed MoUs with ASME and FERC; discussions are ongoing with API and IGEM for knowledge sharing, personnel training, and adopting global best practices.
Strategic Hydrogen Initiatives
- Blending Pilots: Testing 2–8% hydrogen blends in Madhya Pradesh, Gujarat, Assam, and Uttar Pradesh.
- Draft Guidelines: Developing comprehensive regulations for safe and efficient hydrogen blending with natural gas.
- World Bank Collaboration: Conducted a study on hydrogen transmission pathways with ICF. Hosted stakeholder interactions in March and October 2024 to discuss study outcomes.
- Regulatory Framework: Amended T4S CGD regulations and initiated evaluations for additional hydrogen-related standards.
- Roadmap Development: Appointed ICF to draft a comprehensive hydrogen roadmap, covering regulatory, technical, and safety standards.
