???? Czech Republic: PMA supports calls for an increase to the licence fee

The future funding of Czech Television and Czech Radio remains uncertain as the approval of a bill to increase the licence fee?drags on. The lack of certainty comes at a critical time ?ahead of the 2025 national elections.??

Concerns about?programme cancellations, redundancies?and even the merging of the two broadcasters have been raised in the Czech press. The Syndicate of Journalists in Czech Republic, along with the European Federation of Journalists have raised the alarm, and highlighted that a financially stable and independent public broadcaster is required by the European Media Freedom Act, which member states have to implement.

The Czech government?started the debate on the revision of?the licence fee last year. This included?an?increase?to?the number of licence fee payers?by including citizens who own?internet–enabled devices.??

In June, the government proposed to bring these changes to the Public Broadcasting Act. This?proposal included?a raise for Czech Television’s licence fee by 15?koruna?to 150?koruna?per month from January 2025 and the fee for Czech Radio by 10?koruna?to 55?koruna?per month. This much needed increase, would provide more sustainable long-term financing for both broadcasters, allowing them to fulfil their public service mission.??

The amendments to the Act also included changes to Czech Television and Czech Radio’s public service mission, as they would be mandated to “contribute to progress against disinformation while respecting freedom of speech”.??

???? PMA attends UNESCO meeting on Indigenous Peoples and the Media

The Public Media Alliance (PMA) joined dozens of Indigenous journalists and other media workers from around the world at UNESCO headquarters in Paris this week, participating in the?Expert Meeting and Media Partnership Forum on Indigenous Peoples and the Media.??

Over two days, there was discussion about how Indigenous media operate, what services they provide for audiences, what environments they operate in, and how they collaborate with both each other and mainstream media in different regions.?The findings from several UNESCO-studies were also presented: a literature review of research exploring Indigenous media; a global survey of Indigenous-led and mainstream media; and a media monitoring tool to analyse how Indigenous Peoples are currently being reported in the media.??

There were also a series of workshops and discussions about what protections are needed and what rights should be enshrined. A list of recommendations was developed to bolster and advance the implementation of Article 16 of the?United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). These recommendations, once finalised, will ?be distributed to member states, and then taken to next year’s UN Permanent Forum on Indigenous Issues.?

Several PMA member organisations, including the ABC, CBC/Radio-Canada, and Swedish Radio were also there.?The Public Media Alliance has been on the?working group of this project.?

The goals of the meeting were to come up with recommendations for how to improve the representation of Indigenous Peoples, the production of relevant content, and to foster better professional development.

PMA looks forward to working with UNESCO, our media colleagues and all participating stakeholders on the next steps.

We have eight Global Grants available for staff at PMA member organisations.

As part of the project, the successful applicant will be required to plan an exchange between their own PMA member organisation and that of the country they intend to visit.

On completion of the project the successful applicant is required to submit a report, pictures and an account of their experiences.

How to apply?

The closing date for receiving applications is Monday 16th December 2024. Travel should be completed, and all reports submitted before the end of June 2025.
