Chennai is set to implement a groundbreaking policy that requires car buyers to prove they have a dedicated parking space before their vehicle can be registered. This initiative, introduced by the Chennai Unified Metropolitan Authority (CUMTA), is the first of its kind in India and aims to ease traffic congestion by encouraging public transport use and reducing on-street parking.

• Mandatory Off-Street Parking: Buyers must demonstrate access to at least one private parking space before registering a new vehicle.
• Residential Parking Permits: To address the issue of existing vehicles without off-street parking, a permit system will be introduced via a lottery for designated areas with sufficient space. Homes with existing parking will not be eligible.
• Shared Parking Solutions: Amendments to the Tamil Nadu Combined Development Building Rules, 2019, will mandate shared parking facilities in private buildings, gated communities, and malls. These spaces can be leased on a weekly or monthly basis.
• Electric Vehicle Infrastructure: 20% of parking spaces in both public and private off-street parking areas will need to be equipped with EV chargers.
• Parking-Development Fee: A fee will be levied on private parking facilities that do not offer public access. The revenue will be invested in enhancing public transport, cycling lanes, and pedestrian pathways.
