#PlanMexico at a Strategic Crossroads in Artificial Intelligence: Openness and Alignment with Global Technological Leaders

Mexico finds itself at a strategic crossroads in the field of Artificial Intelligence (AI), where the decisions made today will profoundly impact its technological, economic, and social development in the coming decades.

As a researcher (member of the National System of Researchers), educator, professor, inventor & innovator, founder of more than 10 companies, and as a Mexican, I recognize the invaluable cultural contributions of Europe in areas such as human rights and democratization, which are fundamental pillars of our modern society. However, our socioeconomic reality and commercial relationships are deeply tied to the United States, Canada, and the ever-progressive stance of the United Kingdom.

For this reason, I believe that Mexico's AI policy should focus on a strategy of total openness and alignment with technological initiatives and open-access models, ensuring the broadest possible use and creation of AI systems.

Mexico at USMCA : A Strategic Partnership

The geographical proximity and trade agreements like the USMCA make the United States Mexico’s main commercial and technological partner. The integration of our economies demands policies that enhance our competitiveness in areas such as AI, Edge Computing, and automation. NVIDIA's stance [1], which advocates for open access, global collaboration, and accelerated AI innovation, perfectly aligns with Mexico's interests in positioning itself as a key regional player and a reliable partner in technological development.

Openness as a Strategic Pillar

A policy of total openness towards AI involves:

1. Open Access to Technology and Knowledge: Mexico must ensure that emerging AI technologies are accessible to educational institutions, researchers, startups, and national companies. Collaborating with companies like NVIDIA can help maintain global accessibility and interoperability standards.

2. Promoting Innovation Ecosystems: Investing in talent, infrastructure, and AI projects will help Mexico attract foreign direct investment, strengthen its tech industry, and reduce the digital divide.

3. Alignment with Global Standards and Practices: By adopting policies aligned with global AI leaders like NVIDIA, Mexico can ensure its regulatory framework is compatible with that of its trade partners, reducing friction and accelerating the adoption of new technologies.

NVIDIA and Technological Democracy

NVIDIA’s advocacy for the democratization of technology and open access to AI resonates with Mexico’s needs. By guaranteeing access to AI tools and fostering policies that allow international collaboration, Mexico can:

- Strengthen its innovation capacity in strategic sectors such as manufacturing, agriculture, and healthcare.

- Reduce internal and external technological inequalities.

- Promote the development of responsible and ethical AI, contributing to the well-being of its population.

The Role of AI in National Development

In a world where AI is transforming entire industries, Mexico cannot afford to fall behind. Implementing a strategy aligned with leading companies in the sector will enable Mexico to:

- Increase its competitiveness in the global supply chain.

- Create high-value-added jobs in technology and data science.

- Promote impactful projects, such as modernizing the education system and providing equitable access to healthcare services.

Conclusion

The future of AI in Mexico must be built on a foundation of total openness and strategic alignment with key players like NVIDIA [1] and the frameworks proposed by the United States [2] and the United Kingdom [4]. By adopting a collaborative stance focused on accessibility, Mexico can position itself as a regional leader in artificial intelligence, strengthening its economy and improving the quality of life of its people [3].

This is an opportunity to integrate universal values of human rights and democracy with a practical, forward-looking approach driven by proximity and cooperation with our northern neighbors[5].

Thank you, Alberto, for sharing your optimism about the future of AI in Mexico. It’s inspiring to see these discussions taking place, and I agree that the potential is immense. However, I noticed some areas where additional clarity could deepen the conversation. For example, the White House Statement on "Ensuring U.S. Security and Economic Strength in the Age of Artificial Intelligence" may promote openness in certain aspects, but its restrictions on chip orders for countries outside the U.S.’s "18 key allies and partners" list present a contrasting reality. Unfortunately, Mexico isn’t on that list. This could in reality hinder our technological development. Regarding the "Plan Mexico: National Strategy for Industrialization and Shared Prosperity," while it’s a promising step forward, I couldn’t find a concrete AI strategy within the plan. The brief mention of Foxconn’s manufacturing plant for NVIDIA AI chips in Jalisco is exciting but lacks details, including the names of the companies involved. Hopefully, subsequent iterations of this strategy will offer a robust framework for AI development in Mexico. I look forward to seeing how these strategies evolve and contribute to Mexico’s position in the global AI landscape!
