MVP Finally Finds a Path to Completion

Our first analysis on Mountain Valley Pipeline was July 6, 2017. It's almost six years later... and the project is still not in service.

The next step we'll be monitoring and using to forecast in-service is “backfilling and tying in.”

Why does it matter?

Last month, President Biden and Speaker McCarthy reached a settlement on the nation’s debt limit and included in that bill was a special section that specifically directed administrative agencies to issue all permits for the MVP. Even more important was the provision in the statute that declared?no court?will be allowed to review those permits.

What’s our view?

This statute means the project will go into service and changes the concern to a question of timing. We view the first quarter of 2024 as the most likely timeline for that event, but it could come sooner. One thing that's certain is the opposition will not give up.

Property Records Show Permian Pipelines Moving Forward

Tracking the early progress of proposed intrastate pipelines in Texas can be a challenge because there is limited regulatory oversight.

Land acquisition for Matterhorn started last August, but there was almost no activity until November. Since then the project has been extremely active. We expect it could be in service by April 2024 — a full quarter ahead of its announced schedule.

Why does it matter?

Some of the currently proposed projects could have a significant impact on pricing in the Permian basin (and markets generally) as additional gas supplies would be able to reach demand centers and marketing hubs.

What’s our view?

During the prior intrastate pipeline boom in Texas, we developed a database of the land acquisition activities for the various projects — which proved to be a reliable early indicator about when each could potentially be online. Based on similar data for the new projects today, it appears ADCC Pipeline and Matterhorn Express could be in-service ahead of market expectations.
