PHILIPPINES ADOPTS AND SUPPORTS THE PHILIPPINE HEALTH FACILITY DEVELOPMENT PLAN 2020-2040

The Office of the President issued on 25 July 2023 its Memorandum Circular No. 26 entitled “Adopting the Philippine Health Facility Development Plan 2020-2040, Directing All National Government Agencies and Instrumentalities, and Encouraging Local Government Units to Undertake Efforts In Support Thereof”.

In its Whereas clauses, Memorandum Circular No. 26 states that the Department of Health (DOH) crafted the Philippine Health Facility Development Plan (PHFDP) 2020-2040 which provides the country’s over-all strategy for infrastructure and medical investments with the goal of ensuring a strong primary care and integrated health system that is consistent with the Universal Health Care Act.?To ensure success p of the PHFDP, concerned national government agencies and instrumentalities, as well as local government units (LGUs) are enjoined to cooperate in its implementation.

Memorandum Circular No. 26 orders the adoption of PHFDP 2020-2040.?All concerned government agencies and instrumentalities including all government-owned and controlled corporations (GOCCs) and LGUs are encouraged to support the implementation of PHFDP 2020-2040.

The DOH in coordination with the Department of Interior and Local Government (DILG), is directed to facilitate dissemination and ensure implementation of PHFDP at the LGU level; assist the LGUs in translating the PHFDP into long term plans reflected in their Local Investment Plans for Health and Local Development Investment Programs; coordinate with LGUs for policy formulation pertaining to primary care and health care provider networks; monitor the implementation of the PHFDP and submit progress and operations reports; encourage LGUs to enter Public-Private Partnerships (PPPs) to address the gaps identified in the PHFDP; and issue the necessary guidelines for effective implementation of Memorandum Circular No. 26.

For the above purposes, the LGUs may seek assistance of the PPP Center for technical trainings and capacity building.?The DOH may seek assistance of other government agencies and offices in the formulation of said guidelines.?To encourage domestic and international enterprises to invest in health facilities, the DOH in collaboration with the Department of Trade and Industry-Board of Investments and the Fiscal Incentives Review Board shall formulate and implement policies therefor.

Funding for the implementation of Memorandum Circular No. 26 shall be charged against existing appropriations of the LGUs and agencies.?Memorandum Circular No. 26 was signed by Executive Secretary Lucas Bersamin and was to take effect immediately upon its publication in the Official Gazette or in a newspaper of general circulation.?

Shortly thereafter, on 27 July 2023, the Department of Health issued through its Assistant Secretary of Health Atty. Charade B. Mercado-Grande, its Memorandum Circular 2023-0019 with its subject pertaining to Memorandum Circular No. 26., for dissemination to all concerned units.
