PETITION FOR THE ARREST AND PROSECUTION OF MARILYN OGAR AND OTHER COMPROMISED DSS PERSONNEL
The attention of the Committee for the Protection of Peoples Mandate (CPPM) has been drawn to a news item in major media outlets of today Friday 04/09/2015 about the compulsory retirement of the former spokesperson and deputy director of the DSS, Marilyn Ogar and others for acts which negates their commission.
We regard the retirement of Marilyn Ogar and others without due prosecution for the alleged offences committed against the interest of the Nigerian state as totally unacceptable and injurious to our psyche as Nigerians and the image of the DSS.
We are quite aware that apart from bringing the image of the DSS and the Nigerian state to public opprobrium both locally and internationally by her compromised, corrupt, partisan, reckless, political, shameless, provocative, invitation to chaos, endangering national security and violation of her oath misconduct, Ms Marilyn Ogar has also been alledged by a major online media (Premium Times) of having engaged in abuse of office by receiving a bribe of supply of kerosene (DPK) from the Petroleum Products Marketing Company (PPMC) before the gubernatorial elections in Osun state.
The embarrassing conduct of Ms Marilyn Ogar during the tenure of ex DG. Ita Ekpeyong was one of our most horrific, despicable and evil past as she threw the decency, impartiality, professionalism and patriotism of the DSS to the dogs by being the spokesperson of the then ruling party and government in violation of the constitution.
We equally want to remind Nigerians of how among several other atrocities committed, the DSS under the leadership of Mr. Ita Ekpeyong as Director General, abused and assaulted the fundamental and democratic rights of Nigerians during the Ekiti and Osun states gubernatorial elections of June 21 and August 9, 2014 respectively in which they embarked on indiscriminate shootings, naked and brute display of fire arms, armed robbery, arrest, brutalization, detention of citizens before and during the elections for political and economic reasons.
Therefore, in view of the above glaring violations of the laws of the federal republic of Nigeria, which you have sworn under oath to defend, we demand the following:
1. Immediate investigation of the abuses perpetuated by the DSS during the Ekiti and Osun states gubernatorial elections of June 21 and August 9, 2014.
2. Immediate arrest and prosecution of indicted officers.
3. Immediate investigation and public disclosure of the mandate of the DSS in the Ekiti and Osun states gubernatorial elections.
4. Immediate investigation and disclosure of DSS personnel and equipments deployed for the Ekiti and Osun states gubernatorial elections.
5. Immediate investigation and disclosure of Niger Delta militants in company of DSS personnel who wore hoods to undermine democracy and the democratic wish of the electorates in the two aforementioned states gubernatorial elections.
6. Immediate arrest and prosecution of Ms Marilyn Ogar for abuse of office and bringing the integrity of the service to public opprobrium.
7. Immediate tendering of public apology to the good people of Ekiti and Osun states whose rights and psyche were abused and assaulted by the misconduct of the DSS during the states gubernatorial elections in 2014.
8. Immediate tendering of public apology by the DSS to the people of Nigeria for the international embarrassment.
9. Immediate compensation to victims of DSS political, compromised, partisan, corrupt and unprofessional misconduct during the gubernatorial elections in the two aforementioned states.
10. Immediate reorientation of the personnel of the DSS in line with their oath and constitution of the Federal Republic of Nigeria.
Sir, we make these demands because of the fact that adherence to the rule of law is a major feature of constitutional democracy and any infraction of the law ought to attract full sanctions in order to serve as a deterrent to other willing violators still in the service or other security institutions.
