Are Penalties Enough?

4 个月Enforcement that hurts is the only way to change behavior. Imagine is damages were required to be paid by profits? No insurance if you break the law! Imagine if excavators were licensed by the state like electricians, plumbers, HVAC guys? If they were required to have continuing education credits to maintain the license. The push seems to be that locators need all of this but not the diggers. PHMSA already requires training and certification for oil and gas locates but not the other industries. All parties involved need to be held to the same standards as the other.
