Pedicab Regs - Should it have taken 20 years?!

I congratulate Nickie Aikens MP for Cities of London & Westminster & all those who helped her get this on the statute book, as the Pedicabs (London) Bill has now passed through Parliament and is on its way to get Royal Assent. But it is not a joke that it's taken nearly two decade to legislate for something quite small fry, with cross-party support - especially when the House has regularly knocked off early due to lack of business

I can remember well when l raised Pedicab ( the rest of the world knows them as rickshaws) issues first in a Transport Committee Scrutiny Report l undertook into "London's Rickshaws - Future of London's pedicabs" at the London Assembly in 2005 with the licensing and regulation recommendation for TfL & City of Westminster, l was surprised to hear would require primary legislation! In high sight it would have all happened a lot earlier if TfL had taken responsibility for pedicabs in the West End and beyond, in the first place rather than wait for legislation to be told to license and regulate them!
