Are Safer Roads Only for Passengers?

The U.S. has seen safer roads (comparatively) for passengers than for pedestrians and this is a worrying fact. Pedestrians experienced an increase in fatalities in the U.S. in 2015, totalling 5,376 deaths. This at a time when Europe has already implemented Pedestrian Protection regulations toward their goal of halving road deaths by 2020.
The effectiveness of Pedestrian Protection regulations is a compelling event for the automakers in developing/testing a vehicle for 5-Star certification.
The market for pedestrian protection is about to grow to $22B by 2019.
