Having a discussion with an employee about the currency he/she would like to have payment in is not subject to a payroll officer or a human resources specialist who needs to explain a monetary system or the values you bring into circulation in a system that requires the oversight of monetary policy from a central bank. A central bank that monitors the market and is not so happy about the interference from government officials when supply and demand received disruption from government officials that need to influence their commitment to have negative effects of a market in the type of products and goods with a central bank measure. But rather see to it the effects of government interruption take place in the form of tax and strikt rules to the negative effects products AND goods can have on the markets. There is a mandate that requires to be represented by a governmental official which is similar to the chosen government to decide which currency you will receive payment for the legal commitment by an employer for the services you provide.
It is not the payroll officer who should take up responsibility which is a mandate provided to a government official and the oversight to a central bank to comply to the negative effects that a market already has to suffer. The duties and previous engagements with a central banking institution made very clear to me how many tricks there are to calculate values into circulation and where to place efforts if you ever question how well a payroll officer can calculate values for you. Having an appropriate educational experience at the central bank of a given country is not a requirement for a payroll officer. Having the experience in legal mandates from a central bank does not mean these should remain as sole proprietary of a payroll officer.
