Paving the Way for Electric Vehicle Adoption: KERC's Landmark Decision on EV Charging in Apartment Complexes

The Karnataka Electricity Regulatory Commission (KERC) has issued a series of landmark directives to streamline the installation of electric vehicle (EV) charging infrastructure in residential and commercial complexes. These guidelines address the needs of individual EV owners, resident welfare associations (RWAs), and property owners, providing a clear and structured approach to setting up EV charging points.

Key Highlights of the Guidelines -

Minimum Charging Points Requirement:

Buildings and complexes with a requisitioned load of 250 kilowatts (kW) or more and a built-up area exceeding 5,000 square meters must have at least two EV charging points. This applies to both residential and commercial properties, ensuring adequate facilities for the growing number of EV users.

Installation Permissions:

• Individual Installations: Flat owners, consumers, and occupiers with designated parking spaces in multi-storied buildings can install EV-charging units for all vehicle types, including two-wheelers. These units can connect within the existing sanctioned load or with an enhanced load under the current category tariff.
• Common Area Installations: For EV-charging stations in common areas, approval from Electricity Supply Companies (Escoms) is required. The installations must adhere to Central Electricity Authority (CEA) safety standards, with meters housed in a new metering panel.

New Connection Options:

KERC offers an option for EV owners to avail new connections under the EV-charging tariff category. This ensures compliance with CEA safety regulations, covering proper wiring and cabling from the metering panel to the charging points, safety earthing, and standard wiring diagrams.

Safety and Compliance:

The guidelines emphasize stringent compliance with CEA safety regulations. KERC has directed the chief electrical inspector of Karnataka electrical inspectorate to issue norms for housing energy meters in the metering panel, specifying the type of electrical cabling from meter points to charging stations, safety earthing, and a standard wiring diagram to ensure utmost safety for users?and?vehicles.

Servicing Arrangements

Escoms are tasked with providing servicing for EV-charging stations upon request from owners, RWAs, and promoters. This includes ensuring that all installations meet the prescribed conditions of supply.
