Despite its potential, however, the technology is far from foolproof: GPT-4 has sparked concerns about disinformation campaigns and other nefarious applications. The open letter suggests that powerful AI systems should only be developed once their positive effects are guaranteed, and that risks to their safety are manageable.
Of course, not everyone is on board with AI's pause in development. While some agree that a regulatory framework is necessary, others believe that any restrictions on AI's potential could seriously hinder its usefulness. OpenAI CEO Sam Altman was not among the signatories to the letter, and other CEOs like those of Alphabet and Microsoft were also absent.
Still, as AI continues to get more powerful, calls for regulation are likely to increase. The UK government has already proposed a regulatory framework around AI, and the European Union is set to pass similar laws in the near future. With the potential for profound impact on society and humanity, the development of AI must be approached with caution – which is precisely what Elon Musk and others are urging.

Introducing Dolly: The New Open Source ChatGPT Clone
The latest innovation in the open source AI movement has arrived with the release of Dolly, an open source ChatGPT clone created by Databricks enterprise software company. Named after the famous sheep, Dolly is aimed at democratizing AI and offering greater access to the technology so that it’s not monopolized and controlled by large corporations.
Dolly was created from an open-source model created by the non-profit EleutherAI research institute and the Stanford University Alpaca model. At a cost of only $30, it opens the door for other companies to create and customize their own ChatGPT-like chatbots by using Dolly's code and applying their own internal data.
The Dolly Large Language Model (LLM) is the latest manifestation of the growing open source AI movement that seeks to offer greater access to the technology so that it’s not monopolized and controlled by large corporations. One of the concerns driving the open source AI movement is that businesses may be reluctant to hand over sensitive data to a third party that controls the AI technology.

What makes Dolly unique is its ability to create a powerful AI technology with a smaller yet high-quality dataset. It was created by taking an existing open-source 6 billion parameters model from EleutherAI and modifying it slightly to elicit instruction following capabilities such as brainstorming and text generation, using data from Alpaca’s Q&A pairs. Training it only took 30 minutes on one machine, using high-quality training data.
Despite being smaller, LLaMA (Large Language Model Meta AI) outperforms many of the top language models such as OpenAI GPT-3, Gopher by Deep Mind and Chinchilla by DeepMind. Dolly was based on a causal language model derived from EleutherAI’s two-year-old GPT-J language model and was fine-tuned on about 52,000 records consisting of Q&A pairs to generate instruction-following capabilities such as brainstorming, text generation, and open Q&A.
However, like ChatGPT, Dolly’s instruction-following capability is limited to syntactically simple prompts and struggles with mathematical operations, factual errors, dates and times, open-ended question and answering, and stylistic mimicry.
Databricks believes that the technology underlying Dolly is a significant opportunity for companies that want to cheaply build their own instruction-following models instead of handing over their sensitive data to third parties.
