Dear Madame,


I am writing to you in your capacity as head of the Geneva DIP (Département de l'instruction publique, de la culture et du sport) to respectfully request a?through, transparent and independent investigation?in to allegations of systematic harassment campaigns at the International School of Geneva, a private school in Geneva, and the handling of complaints of harassment by every hierarchical level within the International School of Geneva, from management to Board level, and in particular by Mr. Pascal Emery, the DIP representative on the Board of the International School of Geneva.

You are well known and respected with regard to your views on?‘Climat scolaire’.

With this in mind, I would like to respectfully request a thorough investigation by the DIP into allegations of systematic harassment at the international School of Geneva, which I contend I both witnessed and experienced.

I would like to request a thorough investigation by the DIP into how reports of bullying of staff and students to every hierarchical level within the International School of Geneva have been handled.

I would like to request a thorough investigation into how my allegations of serious systematic harassment of myself and others to the Board of the International School of Geneva were treated, from October 2013, when I contend I was subjected to intense harassment after filing a grievance complaint about a proven defamatory false allegation that was made against me by a colleague.

I would like to request a thorough investigation into why my reports of harassment, made directly to management, the Director-General and at least two Board members, in 2013, were not urgently investigated and why my requests for protection from what I contend was extreme and systematic harassment were not?immediately and urgently acted upon.

I would like to request a thorough investigation into the role played by Mr. Pascal Emery, the representative of the DIP on the Board of the International School of Geneva, in the grievance I raised through Article 53 of the International School of Geneva's Collective Work Agreement (CCT), and in the response of the International School of Geneva to serious allegations of harassment.

I would like to request a thorough, transparent investigation into the process employed by the Board, and particularly by Mr. Pascal Emery, in investigating two complaints I raised about the then Director-General of the International School of Geneva, through the Board Complaints Policy, from February 2015.

I would like to request a thorough investigation into how Mr. Pascal Emery, in his assumed role in investigating my complaints about the actions and decisions of the then Director-General, came to write a letter about me in which he reached conclusions about me which were not based on any data, contradicting all available data, and without ever having met me.

I would like to request a thorough investigation into how Mr. Pascal Emery, the DIP representative on the Board of the International School of Geneva, came to make a medical diagnosis about my health when he does not possess any medical qualifications.

I would like to request a thorough independent investigation into the role played by Mr. Pascal Emery, the DIP representative on the Board, in my case of alleged harassment, unfair dismissal and in any discussions with regard to my proposed reinstatement.

Please find attached Annex 1, outlining a few pertinent aspects of my very complex case, as well as a few key pieces of evidence. If you require further information or evidence, including my dossiers of evidence of harassment submitted to the Tribunal Prud'hommes, then please don't hesitate to let me know.?

Thank you kindly for considering my request for a through, independent and transparent review of complaints of systematic harassment at the International School of Geneva and the handling of these complaints. I respectfully await your response to this request, as well as details of the process of such an independent investigation.?

The school’s legal defense in one case, made in both the Réponse and Duplique, included the submission that (a teacher's) very act of whistleblowing – which is encouraged by the Board’s whistleblowing policy – constituted grounds to terminate employment because it caused a rupture of confidence between the parties. Does the Board consider this astounding submission by The International School of Geneva's legal defense team to be consistent with its values and policy?
