A member of ADB since 1970, France has become one of ADB’s biggest bilateral cofinancing partners. In 2023, the Government of France, through the Agence Fran?aise de Développement (AFD) Group, committed $413.4 million in project cofinancing with ADB. Moreover, ADB’s Trade and Supply Chain Finance Program supported 7 transactions valued at $7.6 million with banks domiciled in France and supported 21 French exports and/or imports valued at $18.1 million.???
This issue of the Partnership Newsletter offers a cursory view of the 50+ years of cofinancing collaboration between ADB and France and the new development trajectories, especially relating to the global climate agenda, that the partnership is taking.

Cofinancing Commitments?
France’s policy for development and international solidarity is implemented by the Agence Fran?aise de Développement (AFD) Group. The Group includes AFD, which is the main agency responsible for France’s official development aid; Proparco, which is dedicated to private sector financing; and Expertise France, the technical cooperation agency.?
In 2022, AFD and ADB signed a new Partnership Framework Agreement to guide development collaboration in Asia and the Pacific from 2022 to 2028, agreeing?to a joint cofinancing target of $3 billion for 2023-2025.?
France’s cofinancing commitments from 1 January 2019 to 31 December 2023 comprised the following:??
Projects??
Sovereign: 30 projects, cofinancing of $1.43 billion??
Nonsovereign: $1.3 billion for 48 projects?
AFD-Financed Trust Funds?
As the climate bank for the Asia and Pacific region, ADB harnesses trust funds to scale up climate action, mobilize private financing, and accelerate private sector participation in development. AFD is a partner in two active ADB-managed trust funds.??
Community Resilience Partnership Program Trust Fund. Focuses on implementing local adaptation measures at scale and includes a dedicated gender window to promote women-focused investments in resilience. Contributions Received: $1.5 million ?
Cooperation Fund for Project Preparation in the Greater Mekong Subregion and in Other Specific Asian Countries. Focuses on planning, financing, and implementing projects in transport, energy, and tourism, among others. Contributions Received: $10.7 million?
Commitments to Climate Action?
In 2023, ADB committed $9.8 billion of its resources to climate action, up from $6.7 billion in 2022. Similarly, the AFD Group granted €7.5 billion to climate projects in 2023, an increase of 25% on the previous year.?
ADB and AFD, under their agreement for 2022-2028, will focus on these priority areas, among other development concerns:??
