I have received excellent and thought provoking comments and questions, both attached to my previous article, "The Chicago Police Department has unconstitutionally engaged in a pattern of excessive and deadly force!" and by personal email ([email protected]). These comments and questions should be deliberated in an open, cogent and thoughtful way. Our society depends upon it!
You don’t believe me? Let me explain: Without a strong trust relationship between local Law Enforcement and their communities, you get Chicago! Gangs take over and fill the space where Law Enforcement has been. Gangs and outlaws in-general rule by intimidation, threats and murder; who controls which corners for drugs, prostitution and other nefarious activities can change from day to night. This need for “control” produces shooting deaths by opposing gangs, but most importantly the loss of innocent bystanders, like young children growing up in an environment whose individual icons are gang members. Ultimately, we find ourselves with gang members who are children of gang members. This can place us on the brink of lawlessness and chaos! Therefore, we must re-establish a strong trust relationship between local Law Enforcement and their communities, period!
Police Chiefs, you must ask yourselves, what is the condition of your Police Agency’s relationship with your communities! I have been told that I can’t possible understand this problem, nor its solution, because I am not a Police Officer. Is that true? Is my logic and reason illustrated above flawed, if so how? I accept that most cities are not like Chicago. But, DOJ has also cited 25 other Police Agencies! Current and traditional programs simply are not solving this problem! Maybe a new approach is necessary!
I have offered a plan that applies scientifically-validated methods that produce “evidence-based” Best Practices, a starting point to re-develop rapport and trust between Law Enforcement Agencies and their Communities. Police Chiefs, I encourage you to read this article and make comment.

7 年You are absolutely right, Matthew! This is why we developed our scientifically validated Critical Aggression Prevention System (CAPS). We use "objective measurable observables," which produce evidence-based Best Practices. With our new Observy Mobile App, Law Enforcement Officers and carry these analytics on the smart phones. No, I don't expect them to use this system while in the midst of an incident, but before these observable will identify someone "on the path to violence," or the precursors to violence so they have an opportunity for prevent an incident before it occurs. 7 年Community policing is definitely a major issue in law enforcement and is an extremely difficult issue to solve. There is a lot of resentment on both sides (community and police) and a lot of mistrust. In law enforcement research, it's difficult to quantify/qualify research because the researcher is looking on paper or doing experiments in a "post" environment. They aren't on the scene or have ever been on the scene. They haven't been called the names, spit on, punched in the face, shot at, or just saw a newborn with their head blown off and then 10 minutes later have to take a missing bike report. Imagine what mindset you would be in; the short fuse you would have. There are so many variables to law enforcement research from an officers perspective a lot of people think it is difficult to research a majority of topics without having experienced these variables. However, no point is mute when it comes to community policing because it is so important. It's almost like a theoretical version of how to achieve community policing against a realist version if that makes sense? I wrote an article when I was early on in college about this that sort of is in this area, feel free to read it if you'd like, it may give some insight to both, the use of academic research and my experience, to write this article.
