Subject: Violation of human rights by CIA and Dutch intelligence Dear Mr. van Zutphen

I am the President of the Iraqi Turkmen Human Rights Research Foundation (SOITM Foundation), headquartered in Nijmegen, the Netherlands. Since 2001, SOITM Foundation has been working to document the human rights situation in the Turkmen regions and provide information about the Turkmen presence in Iraq in terms of their population distribution, history, and geography. The foundation also works to mobilize international support to improve the human rights situation in Iraq. Preparing reports, organizing interviews with European governments, politicians, media, and academics, participating in meetings, including UN sessions, and organizing conferences including in the European Parliament, are part of our activities.1

In line with the Foundation's objectives, hundreds of reports were prepared in different languages, especially in English and Arabic, about human rights violations during the Baath regime period, by the American occupation forces (Coalition Provisional Authority), the authorities of the Iraqi government and the Kurdish region. SOITM has also prepared books and articles about the Turkish state’s control over the Iraqi Turkmen political system since its establishment in 1990 and the usurpation of the political will of the Iraqi Turkmen.2 The foundation also published a detailed study on how the so-called Service Movement was established by the cleric of the Turkish Nursi Islamic Sufi community, Fethullah Gulen, the perpetrator of the failed coup in Turkey in July 2016, who resides in the United States, and how he infiltrated all Turkish state institutions and installed his disciples.3? SOITM also participated in several UN sessions,4 organized conferences in the European Parliament,4 and met with parliamentarians, politicians, and officials of the European governments.

I effectively used social media to clarify my point of view on various issues, especially related to the Iraqi Turkmen, and to criticize Turkey's unfair policy towards the Iraqi Turkmen, as well as the populist policies pursued by Recep Tayyip Erdogan.

In 2009, the CIA began making me aware that I had been placed under their very tight surveillance. Then the constant psychological harassment began. Despite this, we continued the work of the institution and I continued to use social media as it was, and this situation has continued and has not stopped until today, as fifteen years have passed. Over time, it became clear to me that this surveillance and harassment would not have been possible without the intervention of Dutch intelligence.

The Internet and social media are the most important primary means used by these intelligence agencies to deal with the target person. They have complete control over the target person's computer and Internet and over the content and sequence of posts on all his social media platforms: Facebook, Twitter, LinkedIn, YouTube, or any other website the target person visits on a regular basis. Thus, they can address the targeted person in any way through placing posts in front of him on his social media and on any other website he visits, for example:

·???????? Criticizing, faultfinding, trifling or belittling any idea or behavior he has,

·???????? Commenting on anything he did that day,

·???????? Fighting him using another psychological method.

They know every move you make on your computer or on the Internet. In addition, the password does not constitute any barrier for these intelligence agencies, as they can enter any website very easily.

These intelligence services also have complete control over your electronic devices in the car, computer, TV, etc., and they can hinder any function of these devices in any moment. Note that the targeted person is under continuous audio and visual surveillance in everywhere, which may last for years. Therefore, these intelligence services will be aware of any movement made by the targeted people for several months or even years. They are aware of the economic, financial, health and psychological condition of the person being monitored. Thus, they know everything about his work and can intervene in all these areas of the person’s life at any moment.

The next level for intelligence services in fighting the targeted person is to cause actual material damage, which also has its degree.

Here is some information about my 15-year story with these intelligence services:

·???????? In the early 2010s, through many emails they made me know that they were following me everywhere, examples:

o??? One day I ate a croissant in the city center, in the evening of the same day, I received an e-mail talking about the croissant’s relation with the Ottomans,

o??? One day I visited my doctor, who prescribed antibiotics for me. In the evening of the same day, I received an e-mail saying that I could buy antibiotics at the pharmacy near my house.

·???????? They dominate all aspects of my life:

o??? They are watching, listening and following every corner of my house, my car and my smartphone.

They know at every moment where I am and what I do. This enables them to interfere with all aspects of my live and use what they see or hear in my home against me. As example:

-????????? They learn what we watch on TV, and fight me through TV programs and series,

-????????? We cook at home. they cook the same food the next day on the TV program we are follow,

-????????? We eat fish at home, when I open my Facebook, the first post is about fish parasites,

-????????? We made an appointment with an embassy, on attending, our appointment was not recorded.

o??? They control all functions of my computer and internet. Note that I use the computer almost all day.

This enables them to interfere with all the functions of my computer at any moment they want and thus interfere with all my activities on the computer. Below are some of these many interventions:

-????????? They know any letter I type on my computer,

-????????? They introduce any change in my documents or destroy any of them,

-????????? They disable or block any functionality of the mouse, keyboard and screen of my computer at any moment they will,

-????????? They introduce any kind of disturbing changes in the sound of music or news I’m listening to,

-????????? The remove any functionality of my computer programs, such as Word and PDF programs.

They are in complete control of my offline computers. They destroy documents and files, disable programs, such as PDF, and hinder any function of connection of any device to the computer, such as, deactivating HUB or connecting printer or demo-label to the computer. They also get into my laptop even if it’s not connected to the internet.

o??? They control all functions of my smartphone and car

-????????? They installed a GPS in my car, thus controlling all its functions,

-????????? They turn on any malfunction lights in my car,

-????????? They damaged dozens of songs to which I listen to in my car,

-????????? They make it difficult to send or post messages in my mobile phone,

-????????? They close the internet page that I sue on my mobile phone,

-????????? They cut off the phone call at any moment,

-????????? They make your call not ring at the other end,

-????????? They add words or characters to my messages and other writings on my smartphone.

o??? They control all my communications from emails to WhatsApp and Viber.

I am the head of a human rights organisation. My communications are with the press, human rights and civil society organisations, some UN offices as well as with academics and politicians. There have been periods when I do not receive any email or message and I do not receive any response to my messages. So almost all of my communications are cut off today.

I send many emails to many media, political, academic, and human rights institutions to inform them of our publications and activities, and I do not wait for a response from them. I also don't have the opportunity to contact them to ask if my email reached them.

To tell me that my emails are under their control, and they can block it when they want, many of the emails I sent did not reach my friends who I communicate with regularly, so I sent the email a second or third time. ?

They cut off my WhatsApp and Viber communications in several ways:

-????????? They hinder the message from reaching to the consignee,

-????????? They make the other side not see the message,

-????????? They block the opening of the sent document,

-????????? They prevent any part of the chat from reaching the recipient,

-????????? They cut off the call at any moment.

Since several months they block the mobile calls to my family members.

o??? They control all my social media accounts, Facebook, Twitter, LinkedIn and YouTube accounts,

-????????? They determine the content and sequence of posts on all my social media accounts. Through these posts, they talk to me, fight me, and say whatever they want. For example:

?? I visited my family physician, right after that, when I opened my Facebook, the first post was a physician examining a patient.

?? Immediately after dinner, I open my Facebook account, and I see that the first post is the same food we ate.

-????????? They are blocking my social media contacts with friends.

-????????? They enter my social media accounts and use them, change or remove posts.

-????????? They are blocking archives (early posts) of my social media accounts.

-????????? They block or remove the videos or tv channels I listen to in YouTube.

o??? They control all the functions of our Internet modem, and therefore they control all the functions of our television, as they control all other electronic devices.

-????????? They block, freeze or distort the display on our TV channels while we watch them repeatedly on a daily basis.

-????????? They shut down certain TV channels for days.

-????????? They're closing all TV channels sometimes.

-????????? Once, they completely distorted the software of the set-top box, which caused the device to crash. We had to bring it to the repairman and buy a new subscription.

·???????? The following are some of the countless other human rights violation incidents to which I have subjected over the course of more than ten years:

o?? Blocking of my communications:

-????????? After the Crown Prince of the Emirate of Abu Dhabi, Mohammed bin Zayed Al Nahyan, responded to my message on LinkedIn, his LinkedIn account immediately disappeared completely from my internet.

-????????? An important WhatsApp message of mine sent to Turkmen Minister, Turhan Mufti, was withheld, and he did not see it. When I called him, he told me "Your WhatsApp has been hacked".

-????????? I started not receiving answers to my messages to my friend Yasar Mohammad Suphi via Facebook and WhatsApp. When I contacted him, he explained that he did not receive the messages and that he did not cut off contact with me through these two social media accounts. After that, I got back in touch with him via Facebook and WhatsApp.

-????????? My friend Osama Ozkan did not receive my message that I sent to him via WhatsApp and Viber, which contained an important article in a PDF file. When I called him, he said: “I have not received any such message or file from you”. I asked him to open Viber, and when he opened Viber, he found my message and the file there, but he was unable to open the file because the file had been hacked.

-????????? After exchanging some emails with Shamiran Mako, a specialist in Middle East affairs at Boston University, to arrange a meeting for her with a Turkmen politicians, all my communications with her (email, LinkedIn) were immediately cut off and I was unable to reach her.

-????????? After exchanging a message on Twitter with historian Arbella Beth Schlimon of the University of Washington, I did not receive answers to my ensuing questions.

-????????? My WhatsApp contact with Turkmen politician Fawzi Akram suddenly stopped, as he no longer saw my messages.

-????????? I have tried several times to make an appointment with the UNPO Secretary-General, by contacting both the UNPO Secretariat and directly with the Secretary-General himself. Every time they had asked me to write an email. I wrote emails several times, but they never arrived, and I received no response to any of my letters.

-????????? After I contacted the Director of the Middle East and North Africa Division at the International Crisis Group, Joost Hiltermann, about a topic related to Iraq, he advised me to contact the Iraqi writer Lahib Hegel, who specializes in Iraqi politics at the group, and he gave me her email. All my attempts to reach her failed and my emails remained unanswered.

Regarding the types of obstruction of the e-mail access to addressee’s by the CIA, they are:

§? The email does not reach the addressee,

§? It is sent directly to the recipient's email trash,

§? Arrives but appears as a read email, i.e. not in bold letters.

-????????? I added researcher in Iraqi affairs, Yasmin Chilmeran, of the Swedish Institute of International Affairs to my LinkedIn account. She welcomed contact with her and expressed hope for cooperation in exchanging information on Iraqi affairs. Immediately after that, my contact with her was cut off, and I could not receive any replies to my messages.

-????????? Before more than a year, I sent an important article of mine for publication in the journal of Middle East Quarterly. The topic of the article revolved around the Turkmen nature of the city of Erbil, its non-Kurdishness, and unfairly making it the capital of the Kurdish region of Iraq. The article was accepted, provided that I make some amendments in the article. This entailed exchanging of many emails with the editor of the journal. Three e-mails from the editor of the journal did not reach to me until after repeating my messages each time.? At the end, I withdrew my article from the journal for fear of prolonging its publication period.

o??? Hacking the program to upload documents to our organization's website.

Once, they hacked the program through which I upload documents to the website of SOITM foundation, disabling the program and preventing uploading to the website.

o??? Preventing access to information (to websites) on the Internet.

They have banned me from reaching to the website BizTurkmeniz website (www.bizturkmeniz.com ) for years. BizTurkmeniz is one of the most important Turkmen sites in publishing news and articles about the Turkmens of Iraq.

o??? Removing a post from the internet to prevent me from using it as a reference.

In the German news website frankfurter Allgemeine (https://www.faz.net/aktuell/ ), in the article "Kein schneller sieg", published on September 5, 2014, there was information and a photo showing that the Kurdish Peshmerga are shelling the Turkmen village of Bastamli in Tuz Khurmatu district, Salah al-Din Governorate, Iraq.

In 2018, I saw the article and used that information and photo as a reference in one of my articles. However, when I returned to the article about two weeks later, the photo had been removed from the article.

o??? Steeling of my USB

On the day of my niece’s engagement to a Turkish groom, the groom’s relatives harassed me psychologically. In response, several weeks later, I presented a copy of my book (Turkey’s Iraqi Turkmen Policy: Merciless Exploitation and Violation of International Law) to a member of the groom's family.

In the same period, I had begun writing my article (The Emergence and Collapse of the Iraqi Turkmen Political System under the Domination of Turkey). On a visit to my sister's house, they used my niece and stole my USB, which contains the article.

o??? Containing my friends

I called a friend in Kirkuk on the mobile phone and talked with him about political issues. A week later when I called him, he was very scared and afraid of me. He said to me (After our phone conversation, I received an advertising message on my smartphone from Turkey, and no one knows about the call except you). Months later, I began to receive writings from this friend alluding to my daily movements. After a period of time, an important place of work was established for him in Kirkuk, then he became the director of a Turkish institution in Iraq.

o??? Disabling certain functions of my smartphone

They repeatedly disabled all the security cameras in my smartphone that I monitor our store with, causing those security cameras in the smartphones of a number of store workers to disconnect as well.

o??? Limiting my activities

There was a period when I had to help my son with matters related to his store. This required creating Word and Excel files on my computer. They destroyed some of these files to prevent me from helping my son.

o??? Tinkering with my car

-????????? Damage of motor of my car

About seven years ago, I owned a well-maintained Golf with a certificate from the mechanic who did the regular annual check-up (APK). I asked the auto mechanic to do a major maintenance on the car. About two weeks later, the car's engine was damaged from himself while I was driving on the highway. The repairs cost me about 2,000 euros.

-????????? Disabling functionality

I had taken my car to a mechanic for the usual Annual Check-up (APK), after I received the car it had 3 faults:

§? When the car door is opened, the open light alert function is disabled.

§? The mobile phone charging port has stopped working

§? The car's antifreeze water has started to run out more frequently, every two to three months

-????????? Disabling anti-freeze system

Almost four years ago, I organized an appointment with a member of the European Parliament of Iraqi origin to talk about issues related to the Turkmen of Iraq. A day or two after the meeting, my car's anti-freeze system was completely destroyed, so that the water was emptied as soon as it was filled. I changed the anti-freeze system device with a new one. However, after a few months, the water began to be emptied frequently from the anti-freeze system again.

-????????? Disabling my navigator (TomTom)

Several years ago, my TomTom navigator, which I always had kept in my car, suddenly stopped working. This forced me to use Google navigator, which the CIA could easily track.

-????????? Damage of the songs

I listen to songs continuously in my car. They damage any song I listen to it whenever they want. They have damaged dozens of songs that I listen to in my car.

-????????? Controlling all functions of my car using GPS

In 2020, I bought a car with a modern electronic system. A type of GPS system was installed in the car by those intelligence actors, which enabled them to intervene in all functions of the car, such as:

Once, I arranged an appointment with an academic friend in Amsterdam, they were not happy with the appointment. When I got to Amsterdam, the anti-freeze system of the auto signal came on. I called the ANWB and asked for help. They told me they would come to help me in 1 hour, which is the usual time. But they didn't come even after more than an hour and a half. I bought antifreeze water to put it in the system. When I turned the car on, the antifreeze water signal disappeared without using the water. At night, I received a message on my mobile phone from ANWB and they are mocking me, saying that they are working on my application and arranging to help me.

This is how they can light up any malfunction sign in the car without the malfunction being present, and they can also use any institution.

o??? Some of the attempts to silence me

-????????? In the middle of November, they deflated one of the tires of my auto.

-????????? On November 27, 2022, they punctured one of the tires of my auto.

-????????? On December 17, the Dutch tax office gave me an unfair tax fine related to my car:

§? We are a low-income family and are not included in the River Co-op Tax (BSR) payments, as we have not been required to pay them in over twenty years.

§? At the beginning of this year, we received a letter from the tax department asking us to pay the River Co-op Tax (BSR).

§? We filed an objection. The response came about seven months later, indicating that the period should have been between four and six weeks.

§? In addition, we received the response ten days after it was issued, so the objection period had expired.

§? After a phone call with the tax office, they allowed us to object.

§? The response to our objection was that they refuse to exempt us from that tax. The reason is that we own a car that costs 5,000 euros, and Dutch laws refuse to exempt the Low-income citizen from this tax if he owns a car whose price exceeds 2,269 euros.

§? We submitted another objection in which we wrote several reasonable justifications for exempting us from that tax, which we were exempted for twenty years.

§? Without taking into account our legitimate justifications, they forced us to pay that tax.

My complaint to you is about the domination of my daily life by the CIA and Dutch intelligence and their violation of my human rights.
