Part 4: "Marry In Haste, Repent In Leisure"

This series on the Instant Payment Regulation and its consequences will definitely not die out quickly.
There are new documents appearing.
The interesting, necessary one has been introduced as the "Eurosystem sets policy on access by non-bank payment service providers to its central bank payment systems" (https://www.ecb.europa.eu/press/intro/news/html/ecb.mipnews240719.en.html) with the 8 pages Policy document published by the ECB on 19 July 2024. This is worth reading and considering.
However, after many doubts and suggestions to change (amend = correct) the IPR document, we were offered a 82 (sic!) page of "Q&As on IPR implementation" yesterday (23 July 2024). This looks like the 82 pages of clarification of the hastily legislated 21 page (including the preamble!) Regulation (EU) 2024/886. The document - to be thoroughly studied and discussed on the days and months to come - can be found here: https://finance.ec.europa.eu/publications/clarification-requirements-instant-payments-regulation_en
