PART 2 :The New Trend in Terrorism Methods

Redrafting Publicity Methods:

In his speech on 23-08-2018, Al-Baghdadi announced the return to the under- ground secret work stage after the collapse  of the Islamic caliphate state’s dream . He stressed the need to fight the enemies in near close geographic areas, also focused on the continuation of individual terrorist operations around the world.

Then followed by” Ayman al-Zawahiri’s announcement on 24-08-2018. In an attempt to win the hearts and annex new members to “AL Qaeda” ,also not to shed the Muslims’s blood  and focus on fighting enemies. Its an attempt from al-Qaeda's leader to go far from the image of the barbaric ISIS organization

In the past, ISIS organization adopted a propaganda campaign on the idea of establishing the state of the caliphate and disseminating pictures of its lifestyle. And then broadcast messages of invitations to immigrate to come live within the state of the Caliphate and to fight & defend it. After the loss of their land and areas of their alleged state, the trend of emigration has begun to decline.

 While al-Qaeda remains steadfast in its style in terms of calling for the idea of global jihad, the implementation of terrorist operations anywhere in the world, as well as the need to cooperate with local terrorist organizations.

ISIS has begun to use  Al-Qaeda strategy to call for jihad anywhere ,also has asked its followers to move to other parts of the world to open new fighting fronts.

2. Recruitment Methods

Throughout the previous period terrorist organizations have relied primarily on direct recruitment through personal relationships or even persuading the people of the territories they have occupied to join the organization, thus increasing the size and number of those who join.

As I mentioned before, the use of Internet is a tool to spread their extremist ideas. Therefore, the idea is the foundation and not the people, It the main link to terrorist organizations.

There are factors that directly influence the spread of terrorism ideology, such as social and economic problems, which represent the ideal environment for spreading the seeds of terrorism, so that the follower of such ideas becomes a voluntary persons for jihad. Many have decided to join the global violence movement and although they have not been able to connect with these terrorist organizations, they have started to act on their own.

Often targeted by the use of the Internet to propagate terrorism are a very large proportion of ordinary youth and not the youth of Islamic groups and movements. The waves of violence that began in 2014 proved that those terrorist actions that carried out by the youth who have less knowledge about religious & ideological matters , also those youth are the most marginalized  frustrated and unemployed.

3 - Factors about implementation of terrorist operations:

The tactics of the first generation of terrorism operations depend on the ability of the terrorist organizations to provide weapons and explosive materials used in terrorist action, as well as effective logistical support on the ground. Adding to that the perpetrators of these operations have the experience of a field that enables them to inflict the highest number of casualties and destroy targets in a professional manner. A tactic that relies primarily on bombings. Assassinations and suicide operations.

"The second and third generation tactics are essentially dependent on cars, knifes and the use of Internet to learn the methods of making bombs in a primitive way. Which are normally happened when they cannot execute a big terrorist operation?

The most difficult and dangerous that these recruits or sympathizers with the idea of global jihad will carry out their operations or jihad within their country or even bordering  countries close to their country. They will begin to form small cells that have a very high degree of privacy and confidentiality, both in terms of their dependence on their families or even acting as individual lone wolves. It is a great challenge & very difficult to detect in advance for any security services. for sure  It is very difficult to stop.

These recruits or sympathizers are usually away from the eyes of the security services, cause of the primitive extremist training course based on { a computer or a modern telephone connected to the Internet + In addition to the most important part is that person is suffering from psychological problems or physical frustrations as a result of the community in which he lives. These are problems that are often hidden even from their closest relatives in the case of individual wolves. Or it is confined inside the circle of family or friends in cases of homegrown terrorism.

It's a secret preparation session that cannot be tracked by the security services and cannot be reported.

Hence, the term "potential terrorists" is a list of individuals who pose a direct threat to the national security of countries and are usually monitored by the security services without being arrested. But actually is very difficult as a result of increasing their numbers, making it almost impossible task to monitor this large number of 24 hours and long stretches.

Conclusion  :

I think that the pattern of homegrown terrorism is the most dangerous aspect now, because it is a personal and local reason that are intertwined with the ideologies of terrorism and extremism in the world. These types of internal terrorism confront different strategies based mainly on solving local problems that lead to the emergence of this dangerous type of terrorism.
