Parliament ratified cooperation with Westinghouse on new units at NPP Kozloduy

The Bulgarian Parliament ratified an agreement between Bulgaria and the United States for cooperation on a project to build new nuclear capacity at nuclear power plant Kozloduy and Bulgaria's civil nuclear program.

The Parliament obliged the Energy Minister to take actions to make a positive decision to build a new nuclear power plant using the AP1000 technology.

In February, Bulgaria and the US signed an intergovernmental agreement on cooperation on a project to build new units at NPP Kozloduy and a civilian nuclear program in Bulgaria. Minister of Energy Rumen Radev said that the financial framework for the construction of units 7 and 8 at NPP Kozloduy should not exceed 14 billion dollars. The idea is to implement the project entirely on public funds with up to 25-30 % self-financing. The rest is to be financed by loans for part of which the state guarantees will be provided. Last June, Westinghouse Electric Company signed a Front-End Engineering and Design (FEED) contract with Bulgarian company Kozloduy NPP-Newbuild for a new AP1000 reactor to be located at the site of the existing nuclear power plant. Earlier in 2023, the two companies signed a Memorandum of Understanding establishing a joint working group to plan deployment of the AP1000 reactor in Bulgaria.
