Parliament adopts revamped rules to reduce, reuse and recycle packaging

The European Parliament has voted to adopt its position on new EU-wide packaging rules, aiming to reduce packaging waste by implementing phased reductions, recyclability requirements for all packaging, and bans on certain substances in food-contact packaging.

The regulation proposes waste reduction targets of 5% by 2030, 10% by 2035, and 15% by 2040. Parliament members are advocating for more ambitious plastic packaging waste reduction goals. The next step involves negotiations with EU governments on the legislative text, with the Environment Council meeting scheduled for December 18.

The changes, proposed in November 2022, seek to reduce packaging waste and promote recycled content. The recent report includes a separate collection target of 90% by 2029 for all covered packaging, restrictions on certain single-use packaging, and support for reusables. However, there are concerns and debates, including lobbying efforts by major companies and trade groups. Some exemptions are expected, such as for wood and wax food packaging.

Parliament's vote has been viewed as a strong message for a comprehensive overhaul of the EU packaging and packaging waste market. While there is support for toxicity provisions, there are criticisms of weakened reuse targets in favor of recycling. Various industry groups have expressed their views, with some praising the importance of recycling and recyclability performance grades, while others express dissatisfaction with the decreased ambition.
