The 2024 Olympics have been remarkable, not only for being the first to welcome back spectators after the COVID-19 pandemic but also as a showcase for Paris. The city’s Seine riverfront, in particular, has been a main character of sorts, providing the backdrop to the opening ceremonies, multiple competitions and much of the new infrastructure built for the games. ?
Paris’ transformation into a “15-minute city” over the last decade – which made it a WRI Ross Center Prize for Cities finalist in the 2021-2022 cycle – has significantly shaped its current form. The Seine was once flanked by highways on both banks, for example, instead of the pedestrian walkways and parks seen today. Changes to transport infrastructure, land use and more have helped reduce air pollution, build climate resilience and expand opportunity for residents. Paris claims to be the first Olympic games of the modern era 100% accessible by bicycle.?
Cities around the world are facing imminent climate risks, simultaneously tasked with living with extremes while trying to reduce the emissions that got us here. This month saw the hottest three-day stretch on record (prompting a global call to action from UN Secretary-General António Guterres) and typhoon-triggered floods in Asia. ?
Cities need to focus on how to create climate-ready communities. This month, we profiled two of the five finalists for the 2023-2024 Prize, projects from Oslo, Norway, and Chhatrapati Sambhajinagar, India. Each takes a very different approach to addressing the magnitude of challenges caused by a changing climate. Like Paris, their transformative impacts show us clear examples of how it can be done.?

Oslo's 'Climate Budget' Is Building a Cleaner City
2023-2024 WRI Ross Center Prize for Cities finalist, Oslo’s Climate Budget, integrates climate considerations into the city’s budget process to create impact across sectors and build a more resilient and healthier city. As a result, Oslo has seen a 13% reduction in greenhouse gas emissions and is projected to reduce emissions by 65% in 2030.
Restoring India’s Kham River, Reviving a Cultural Legacy?
2023-2024 WRI Ross Center Prize for Cities finalist, the Kham River Restoration Initiative, introduced the first Urban River Management Plan for a seasonal river in India, restoring 54 acres of riparian zone and eliminating floods for the past two years — all while reviving cultural connections, providing workforce training and fostering public awareness in Chhatrapati Sambhajinagar.

New research from WRI’s Electric School Bus initiative finds most U.S. school buses have inadequate or missing accessibility features. The electric school bus revolution offers a chance to right past wrongs and provide better, safer routes to school for marginalized children.
How to Rebuild After Catastrophic Flooding in Kenya
Recent floods in Nairobi exposed critical vulnerabilities in urban infrastructure and disaster response systems. See how strategic investments in ecosystem restoration, green infrastructure and water regeneration can protect communities and help (re)build resilient, future-proof cities.

Connecting Community Infrastructure Projects
Instead of a top-down approach, in which government dictates what communities need, cities are embracing a new approach that respects community wisdom but still provides technical support and resources needed to realize community plans.
Shaping Equitable, Local Climate Solutions
Cities are beginning to recognize the importance of integrating social equity into climate actions, but achieving this integration in practice can be challenging. Five diverse cities – Malm?, Cleveland, Ludwigsburg, Rosario and Teresina – are already using inclusive strategies to create synergies between equity and climate goals.
New Informal Bus Routes Advance Transit Equity
Lee Schipper Memorial Scholarship Winner Tamara Kerzhner helped design a new informal bus route in Kampala. Leveraging modest funding and strong community engagement, the new route links previously unconnected neighborhoods to markets and workplaces, expanding access to thousands.
