Paper on Florida Condo Collapse.


Governor DeSantis, the Lieutenant Governor, and other government officials went to the Surfside Building collapse on 6.24.21 to assess the building collapse. Governor DeSantis had a press conference at the site to talk about the building collapse.[1] FDEM has sent State Emergency Response Team to help with response teams. FDEM Mental Health Coordinator is ready to help and has already helped to organize various agencies for mental health efforts.[2] The group is also helping to give mental health intervention to survivors.

The Florida Department of Economic Opportunity has made the Business Damage Assessment Survey to get vital information for recovery of the site. This survey’s contact information was given.[3] The American Red Cross is giving temporary housing to those who are affected by the crisis. They have created a Safe and Well event for the collapse. DEO is also collaborating with AirBNB to help people dispatched by the crisis. The Florida Department of Transportation is working with Miami-Dade County to help facilitate resource requests about traffic.

On June 25, Governor DeSantis visited the Surfside collapse site and had a call from President Biden. Governor DeSantis was with state and local authorities to give an update on the efforts to deal with the crisis. Governor DeSantis said that the Federal Emergency Management Agency has given an Emergency Declaration for the Surfside Building Collapse, which allows the dissemination of valuable resources.[4] Governor DeSantis gave a state of emergency for Miami-Dade County and asked that FEMA give an emergency status as a result of the building collapse. Individuals who are affected by the Surfside Building Collapse will be able to participate in FEMA’s Individuals and Households Program. The director of FDEM remains on site to make sure that all of the necessary materials are given to the necessary parties. At this time, the resources are being allocated to the necessary places. [5]

FDEM is sending Florida’s Individual Assistance Officer and the state’s Mental Health Coordinator to help with managing the given resources for Surfside individuals.

FDEM is also readying personal protective equipment to give to Urban Search and Rescue Teams. This includes face shields and bottled water.[6] FDEM is giving a Mobile Incident Management Unit to have supplementary support for state workers on-site. FDEM is working with Florida State University to send drones to the Surfside site.[7]

The Urban Search and Rescue Task Forces 4 and 6 are being sent to bolster the rescue team efforts. The Agency for Health Care Administration is readying the Emergency Census Missing Persons to check for people who are missing with health care facilities censuses. The Florida Department of Economic Opportunity is working with private-sector partners such as Expedia and AirBnB.org, to see if there is anything else that can be done.[8]

Governor DeSantis provided an update on June 27, and FDEM gave Emergency Order 21-004, which provides affordable housing for those who have been affected by the building collapse. FDEM is also sending supplementary Individual Assistance and Public Assistance experts to help with managing resources.[9] The State Mental Health Coordinator is there and assisting the Florida Crisis Response Team to organize mental health resources for those impacted. Urban Search and Rescue Task Forces 4 and 6 have come to help with search and rescue efforts. There are 6 other Florida Urban Search and Rescue available to help in both response and recovery. The Florida Department of Transportation is overseeing the deployment of forensic engineers to help with structural assessments.[10] The Florida Department of Economic Opportunity is helping people with housing applications. DEO is also working with Uber and Uber Eats to provide free food to people influenced by the housing collapse. The Florida Department of Children and Families Crisis Counseling Network is there to provide supplementary mental health resources. The Florida Department of Highway Safety and Motor Vehicles is giving free replacement driver’s licenses and permits to those affected. [11]

On June 28, Governor DeSantis gave an update about the Surfside Crisis.

The Department of Economic Opportunity was on site to help facilitate the long-term recovery efforts. DEO utilizes a mobile unit on site. [12] The volunteer Florida CEO is onsite to reach out to volunteer organizations to help give out available resources. Volunteer Florida is also reaching out to local nonprofit organizations to create a agency database. The state is also sending mental wellness teams. Urban Search and Rescue 5, 7 and 8 came to Surfside to help with the rescue efforts.An Israeli Defense Force rescue team is also there. [13]

???????????The Florida Department of Management Services is working with the state’s Tenant Broker to find a warehouse to have donations for people who were in the Surfside Collapse. The Florida Department of Health is working to respond to any public health emergencies. The Florida Department of Health has enacted the Florida Crisis Consortium. The Florida Department of Transportation has given additional excavators

dump trucks and front end loaders.[14] Florida Department of Law Enforcement are helping with family assistance for survivors and their loved ones. [15] The Florida Department of Education is helping Miami-Dade public schools to identify health counseling that is needed. The Florida Agency for People with Disabilities has said that there are no APD people in the Surfside Collapse. The Florida Department of Business and Professional Regulation Condominium Ombudsman is there to give assistance to people impacted by the Surfside Collapse. [16]

???????????A centralizes alert system was created by the state of Florida. The SBA will provide disaster loans to people and businesses impacted. FDEM is also creating a call center. FDEM is coordinating with Escambia County to give an additional command vehicle. FDEM is also sending an Incident Management Team to help local response efforts. FDEM is also sending a mobile laundry facility to help local responders. The Florida Department of Health is also working with the Miami Poison Center to evaluate on site personnel equipment. Hatzalah of South Florida is also working to make sure that people have the requisite medications.

???????????President Biden said that he will visit the site of the Surfside collapse on Thursday. He would spend time with the families of those impacted by the Surfside Collapse and with the first responders.[17] Florida has said that it is the most destructive non-hurricane disaster in the state’s history, so much of the news has been dedicated to the Surfside Collapse. ???????

Causes of the Surfside Collapse.

Engineers have said that?clues to the Surfside collapse lie?in its foundations, columns or underground garage.[18] Forensic engineers will need to look at the ground-floor columns in their investigation. There is a belief that the building collapsed at or near its base. Experts will test samples of concrete. The collapse probably started at the lower level and then went upwards. [19] The failure might be with the support mechanism or with the concrete. The failure did not begin with the roof, but the building was sinking at one point.[20]
