Pakistan's economic trajectory over the past decade has been marked by highs and lows, yet the government’s resolve to overcome adversity remains unwavering. The historical context is crucial to understanding the implementation of Uraan Pakistan. In 2013, Pakistan faced crippling energy shortages, with the nation experiencing up to 18 hours of electricity outages. Security concerns were extensive, leading to the shutdown of countless factories. However, despite these challenges, the government’s strategic alignment with China’s Belt and Road Initiative through the China Pakistan Economic Corridor - CPEC opened new avenues for economic cooperation.

In 2013, Prime Minister Nawaz Sharif’s visit to China resulted in a $25 billion investment under CPEC, catalyzing energy projects. Within a few years, Pakistan was able to generate an additional 8,000 MW of electricity through Chinese cooperation, while 3,000 MW came from domestic resources, resulting in a total of 11,000 MW of power generation. This achievement directly contributed to the alleviation of electricity shortages, ensuring that the country could meet its growing energy demands.

Fast forward to 2022, when Pakistan once again faced the looming specter of financial collapse. The nation was on the brink of default, with predictions of imminent financial disaster. However, under the leadership of Prime Minister Shehbaz Sharif , despite the dire situation, the government navigated through the crisis with remarkable resilience. By making politically difficult decisions and honoring the commitments made under the IMF agreements—often at the cost of political capital—Pakistan avoided catastrophe.

As a result, Pakistan has experienced significant economic recoveries:

????The stock market surged to over 100,000 points, a sharp increase from its previous low of 30,000 points during the tenure of the previous government.

????Inflation, which had reached an alarming 38%, was reduced to a more manageable 4.5%.

????Interest rates, which had soared to 23%, were reduced to 13%, providing relief to businesses and consumers alike.

These successes stand as a testament to the government’s ability to not only avert financial collapse but also drive the economy toward a path of recovery and growth.

This track record of resilience is the foundation upon which Uraan Pakistan builds, aligning ambitious goals with measurable outcomes. The initiative is not merely a vision; it is a practical framework for the nation’s economic recovery.

At its core, Uraan Pakistan is a performance-driven program. Each goal within the framework is tied to specific Key Performance Indicators (KPIs), ensuring accountability at every level of implementation. The program remains distinctly focused on Pakistan’s unique needs, ensuring that economic reforms are not only implemented but are sustainable.

The initiative’s success hinges on the ability to build on past achievements while ensuring that future goals are met with precision and efficiency. The program envisions a rigorous monitoring mechanism where each ministry is required to develop a sectoral plan, with the Ministry of Planning overseeing continuous progress evaluations. Ministries demonstrating exceptional performance will have their achievements highlighted at the highest levels, motivating others to follow suit.

One of the key components of Uraan Pakistan’s implementation is the role of the National Economic Transformation Unit (NETU), which plays a pivotal role in ensuring that the various economic sectors are aligned with the overarching goals of the initiative. NETU's mission is to facilitate coordination across federal and provincial levels, fostering collaboration between various stakeholders and ensuring the smooth execution of reforms.

For Uraan Pakistan to succeed, Pakistan must move beyond the cycles of political turmoil that have historically plagued its economic policies. The government has made it clear that political stability and a long-term commitment to policy continuity are essential for the successful implementation of the economic reforms envisioned under the program.

While answering public queries on Uraan Pakistan during the Ask the Minister program, Planning Minister Prof. Ahsan Iqbal Chaudhary emphasized the necessity of political unity and sustained commitment, stating, "The vision is clear, but it requires a collective effort to translate it into reality. We must transcend political theater and focus on the future of the nation." His words highlight the importance of transcending partisan politics to ensure the success of this critical initiative. Success is not merely about enacting policies but about fostering a political environment conducive to consistent progress.

Prof. Ahsan Iqbal also created an analogy with Pakistan’s gold medal-winning athlete, Arshad Nadeem, drawing parallels between his success and the goals of Uraan Pakistan. Just as Nadeem's victory in javelin throw was the culmination of years of dedication, discipline, and focused effort, Uraan Pakistan seeks to achieve "an economic gold medal." This ambitious goal is grounded in a reality where every metric of economic performance is meticulously measured, adjusted, and optimized for long-term impact.

The government is committed to ensuring that Uraan Pakistan is not another unfulfilled promise, but a practical, actionable framework that can carry the nation through its economic challenges to a prosperous future. To achieve this, continuous reform, innovation, and adherence to the principles of good governance will be key.

The Uraan Pakistan initiative has the potential to greatly benefit the people of Pakistan by creating more jobs and reducing the cost of living. As energy shortages decrease and economic stability improves, families can enjoy a better quality of life with access to affordable goods and reliable services. I hope all of you are in good health. I need guidance from you all regarding a few questions: what is the potential of Pakistan's economy? From where we can get things that can help the economy on the rit track? What factors and sectors should we prefer and why to ensure growth? What are the main factors hindering economic activities? Could our political environment be a supportive and compatible one and up to what extent? Who is leading the economy? Who will determine the direction? A FSc based elite class who have no knowledge of the economy or suitable person who have knowledge and ruined their lives in research & studying books and literature. There are many issues, Pakistan has a very complex nature in this regard. Whatever you suggest could be fruitful.???... All these facts and figures have no worth until and unless we should answer the question mentioned...

I am curious to understand if any government department have ever quantified the projected savings/income which China will enjoy through CPEC? Pakistan's share should be weighing accordingly and NOT as piece meal begging.... this is yet another chance to the nation to show some backbone and confidence.... I have heard people saying "beggers are not chooser" .... well, I can only say to those, wake up and show some self respect and confidence while representing Pakistan in global matters. IT IS CHINA WHO IS DESPERATE TO HAVE CPEC AND OTHER CORRIDOR MORE THAN PAKISTAN ... THEY UNDERSTAND THE PRICE AND ARE ALWAYS REASONABLE PLAYERS IN BUSINESS. Sustainable Energy lies at the heart of Sustainable Development. In Pakistan Sustainable Development is completely mis interpreted. That is why the UN HLPF in its Report on SDR, June 2024, has further degraded Pakistan's performance by 9 points, i.e., from 128 to 137. This in view, to improve its performance "PAKISTAN NEEDS SUSTAINABLE DEVELOPMENT BY FOLLOWING UN AGENDA 2030," FOR SUSTAINABLE DEVELOPMENT. Title page of my paper is attached. Only due to inappropriate Procurement in Pakistan( SDG # 12) more than 40 BUSD of public money are being wasted in Pakistan. Question/query, if any, shall be highly appreciated and responded to, please.
